Help

This position ensures safe, efficient patient care by analyzing clinical data, monitoring performance, and ensuring regulatory compliance. It supports operational planning, resource allocation, and protection of patient information. The role also supervises an administrative team, overseeing daily operations, staff performance, hiring actions, and workflow optimization. With delegated authority, it leads the administrative functions that keep the service line running smoothly.

Primary Job Duties

  • Conducts ongoing and ad-hoc qualitative and quantitative analyses of clinical and administrative programs.
  • Extracts and validates operational data to prepare reports for leadership.
  • Evaluates performance against VACO, VISN, and Joint Commission standards.
  • Applies statistical methods to resolve workflow and process issues.
  • Recommends data-driven improvements to resource use, space planning, staffing, and equipment priorities.
  • Manages fund control points and tracks service expenditures.
  • Serves as COR for vendor contracts and academic affiliate agreements.
  • Prepares formal responses to congressional inquiries, executive actions, and patient complaints.
  • Coordinates documentation for Peer Reviews, Service Level Reviews, and similar oversight processes.
  • Develops policies, memos, and SOPs aligned with VISN and VACO requirements.
  • Oversees safety compliance, training tracking, TB protocols, and injury/light-duty documentation.
  • Provides first-line supervision to administrative support staff.
  • Sets performance standards, manages schedules, and conducts appraisals.
  • Leads interviews and recommends selections, promotions, and reassignments.
  • Coordinates staff training and developmental needs.
  • Resolves minor employee issues, addresses low-level disciplinary actions, and upholds EEO policies.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/03/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: .
  • Evaluating healthcare program efficiency and workload productivity using quantitative, qualitative, and statistical analytical techniques.
  • Extracting, validating, and modeling operational data in Excel, PowerPoint, and Pyramid Analytics to build executive-level briefings and reports.
  • Analyzing clinical operations data to provide recommendations on space planning, staffing ratios, and medical equipment procurement.
  • Drafting complex organizational policies and standard operating procedures to ensure adherence to HIPAA, the Privacy Act, and agency directives.
  • Managing budget allocations as a Fund Control Point Official and supervising vendor agreements as a Contracting Officer's Representative (COR).
  • Coordinating responses to congressional inquiries, tracking facility safety standards, and auditing staff training compliance.
  • Supervising a unit by setting performance standards, evaluating work, scheduling workflows, and executing minor disciplinary actions.
  • Recertifying unit structures, interviewing job candidates, executing selections, and implementing Equal Employment Opportunity (EEO) program guidelines.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. The West Palm Beach VA Medical Center opened in 1995 and is a general medical and surgical facility, providing a full range of patient care services, as well as comprehensive medical education and residency programs and limited research. All-inclusive health care is provided through primary care, emergency care and long-term care in the areas of medicine, surgery, mental health, physical medicine and rehabilitation, radiology, telemedicine, dentistry, hemodialysis, comprehensive Cancer Center and geriatrics and extended care including hospice and palliative care. The medical center provides health services to Veterans throughout South Florida and the Treasure Coast at its main facility in West Palm Beach and six contractor-operated community-based outpatient clinics in Boca Raton, Delray Beach, Fort Pierce, Okeechobee, Stuart and Vero Beach. The facility also operates a 108-bed Community Living Center and 13-bed Blind Rehabilitation Service, which is the referral center for blind and visually impaired Veterans throughout the state of Florida. A Post-Combat Trauma (PCT) Clinic with adjacent expanded services is located in Port St. Lucie.
