This position is located in Office of Special Education and Rehabilitative Services (OSERS), Training and Service Programs Division, Training Program Unit in Washington, DC. The Training and Service Programs Division is responsible for managing and administrating major Federal programs designed to help people with disabilities. The incumbent provides leadership and oversight for the design, implementation, and evaluation of outcomes for assigned programs.

As a Management and Program Analyst, GS-0343-15, you will be responsible for:
• Manages staff and workflow to carryout grant-making and grant administration functions by leveraging staff programmatic and subject matter expertise. 
• Serves as an agency expert on discretionary grant processes (including rulemaking).   
• Develops policy options related to grantmaking and grant administration of Training Programs Unit (TPU) programs for Office of Special Education and Rehabilitative Services (OSERS) and U.S. Department of Education leadership decision making.
• Provides advice and analytical support on developing and implementing Rehabilitation Services Administration (RSA) priorities and policies as it relates to stimulating, sustaining and learning from programs to support individuals with disabilities.   
• Administer multiple contracts that support grantees.

Qualifications

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-15, if you possess the specialize experience.

Specialized Experience for the GS-15
One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience leading or supervising staff includes conducting performance reviews, providing specific feedback on work products, managing workflow, and facilitating meetings.
2. Experience with ED discretionary grants that serve unique populations (such as individuals with disabilities, high-needs students, professions with critical staffing shortages, and parents/families) including writing notices and slates, managing peer review processes, and overseeing grants management (including monitoring and risk assessment).
3. Experience analyzing key programmatic details to brief, collaborate with, and present to various stakeholders (such as contractors, senior leaders, and external groups) on success, issues, process improvements, and policy options.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1.    Ability to manage staff work assignments effectively and hold staff accountable for performance.
2.    Knowledge of the U.S. Department of Education's (ED) Discretionary Grants Handbook and Human Capital Policies, including drafting and reviewing  notices and slate documents for sound substance and high-quality writing.
3.    Skill in analyzing programmatic issues and complex information with clarity and accuracy.
4.    Knowledge of the U.S. Department of ED's grants management system, general administration regulations, and code of federal regulations to review written products to ensure accuracy.
5.    Ability to oversee contractor performance and contractor processes.

Education

Education cannot be substituted for experience for this position and grade level.
