Duties

Help

  • Plans, organizes, and directs the activities of the Current Operations Plans Branch (A353).
  • Exercises supervisory personnel management responsibilities.
  • Represents HQ AMC Operations, Strategic Deterrence and Nuclear Integration Directorate (AMC/A3) with a variety of installation and functional area organizations.
  • Leads or participates as a command air transportation operations technical expert in interagency groups to resolve problems regarding airlift operations feasibility issues regarding force management.
  • Applying Air Force military rated aviator experience, serves as a senior command technical expert and focal point for air transportation operations policies, operations, requirements.

  • Rated Air Force aviator experience (e.g., pilot, navigator) is desired to the successful completion of the work.
  • May travel by military or commercial air to conferences, meetings, or other functions away from the duty site.
  • Must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI).
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • Testing Designated Position (TDP): This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment Position requires incumbent to obtain and maintain a security clearance based on position security access requirements, at least at the Top-Secret level. Must be able to obtain and maintain a Top-Secret Clearance.
  • Key Position: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Transportation Operations Series 2150

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to AMC operational planning, assessing, exercising and monitoring for global air mobility missions. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or COMAFFOR and AFTRANS/CC regarding development and selection of courses of action for contingency operations and peacetime exercises.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13. level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to AMC operational planning, assessing, exercising and monitoring for global air mobility missions. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or COMAFFOR and AFTRANS/CC regarding development and selection of courses of action for contingency operations and peacetime exercises.
  • Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Skill in the administrative and organizational principles required to effectively plan, direct, and oversee branch activities, including the development of strategic goals, policies, and operational procedures.
  • Skill in communicating effectively with a wide range of stakeholders, including key customers and officials from various command levels, to represent the organization, explain policies, and resolve significant operational problems. Skill in the ability to plan and execute complex programs by setting strategic priorities, managing workloads across subordinate units, and establishing analytical systems to assess efficiency and regulatory compliance.
  • Skill to lead people through effective supervision and personnel management, which includes directing work, appraising performance, resolving employee grievances, and fostering a diverse and inclusive work environment.
  • Knowledge of and skill in the application of rated aviator (e.g. pilot, navigator) expertise as it applies to assigned airpower programs and weapons systems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
