JOB TITLE:        Golf Course Manager 
BUSINESS TITLE:     Taiyo Golf Club Program Manager
FLSA  :   Exempt

INTRODUCTION:
This position is located in the MCCS Business Operations Branch, Taiyo Golf Club. The purpose of this position is to manage the overall golf program including general operations and golf course maintenance in order to provide the USMC and USN active duty military, retirees, DoD civilian employees, family members and authorized guests with a full range of quality golf services and recreational golf programs.

DUTIES AND RESPONSIBILITIES:
Responsible for the operation and maintenance of the golf facilities to include: 18-hole golf course, grounds maintenance facility, pro shop, driving range, short-game practice areas, club storage room  and golf car storage and repair. Responsible for direct oversight of all golf programs to include: the scheduling and administration of tournaments and special events, providing a comprehensive player development program to include golf instruction provided by qualified instructors, operating a retail pro shop with a full line of golf products, keeping a fleet of golf cars well maintained and available for rent, offering club storage and repair services, stocking an appropriate number of rental club sets to match demand.

Provides World Class Customer Service with an emphasis on courtesy. Continuously looks for ways to improve the customer service provided at every level within the operation. Quickly remedies any observed customer service deficiencies by providing staff with the needed tools and/or training. Directly supervises all department heads and regularly observes their interactions with subordinates to ensure that proper communication and teamwork is present at all levels of the operation.  Councils and trains employees as needed, schedules and directs work-loads, appraises work performance and approves all leave and personnel actions.  Coordinates with the HRO department for disciplinary actions that require elevated awareness. Monitors all facility programs and initiates corrective action when needed to maximize productivity and efficiency while supporting MCCS operational strategies. Respects the chain of command and communicates accordingly in order to maintain organizational efficiency. Does not hesitate to alert higher-level supervisor or proper point-of-contact for help when problems arise.

Oversees the grounds maintenance department and conducts frequent site assessments to confirm that proper practices are in place and facility conditions are being maintained at the highest level. Communicates daily with the golf course superintendent and provides all necessary support to allow that position to function as the agronomy subject matter expert. Coordinates facility renovations and self-help improvements with the Facilities Management Branch, providing direction when appropriate. Continually reinforces the importance of environmental stewardship to the staff with regular training that identifies the strengths and liabilities of the required continuous effort to preserve environmental quality.  Keeps customers, stakeholders and community members informed with regards to the environmental goals, issues and project implementations of the facility.

Annually develops, and continuously monitors an approved budget in order to track the financial performance of the activity.  Continuously updates an evolving long range plan for the facility in order to stay relevant with customers and provide benchmark recreational opportunities. Manages and assumes responsibility for all property resources and retail inventories.  Ensures that entire facility is kept clean, organized and that necessary equipment and supply inventories are sustained.

Adheres to all safety regulations and standards and promptly reports any observed workplace hazards. Promptly reports any injury, occupational illness and property damage to the immediate supervisor and the Human Resource Office as required. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, materials and Personal Protective Equipment. Complies with OSHA standards and takes immediate action to correct unsafe or unhealthy working conditions. Provides employee awareness that depending on the severity, certain safety infractions will result in disciplinary actions. Ensures minimal loss of duty by complying with Return to Work program incentives and follows up on employee wellbeing.

Adheres to established standards of actively supporting the principles of the EEO program and the prevention of sexual harassment in the workplace.

MINIMUM QUALIFICATIONS:

  1. Must  possess  at  least  8  years  of  experience  reflecting  professional  knowledge  of  golf  course operations, superintendent functions and environmental management.
  2. A comprehensive understanding of the principles of golf course design, construction and renovation.
  3. Experience in the active promotion of the sport of golf to a broad spectrum demographic.
  4. Being a ¿Class A¿ member of the Professional Golfers Association is required.
  5. Must have the ability to supervise employees of diverse cultural backgrounds.
  6. Must have the ability to communicate effectively both orally and in writing.
  7. Must have extensive retail experience and the ability to manage a high-volume pro shop.
  8. Knowledge of  pertinent  golf  course safety matters and  occupational  health and  environmental regulations, to include those related to turfgrass chemical applications.
  9. Knowledge of Non-Appropriated Fund (NAF) policies and procedures is preferred but not required.
  10. This is a white-collar position where occasional lifting of 20 pounds may be required.
