As a HR SPEC (INFORMATION SYSTEMS), GS-0201-11, you will:

This position is located in the JFHQ-State Human Resources Office (HRO). This position is responsible for planning, operating, and administering the operation of the Human Resources Information Systems (HRIS). Data within the systems must conform to standardization set by the Office of Personnel Management (OPM), Department of Defense (DoD), Department of the Army (DA), Department of the Air Force (DAF), National Guard Bureau (NGB), and other governing legislation or agencies. Duties are performed to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the State. Trains and provides technical assistance to lower graded specialists.

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Must be able to maintain a secret security clearance.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May occasionally be required to work other than normal duty hours; over/comp time may be required.

Qualifications

GENERAL EXPERIENCE: Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.

SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Knowledge, Skill, and Abilities (KSAs): Applicants are encouraged to submit a separate sheet(s) addressing the Knowledge, Skills and Abilities (KSAs) and how they relate to work experience, education or training.

  • Knowledge of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, and personnel records applications.
  • Skill in providing written and oral communications for trainings, briefings, reports, correspondence, and process improvement.
  • Skill in providing HR assistance and guidance to supervisors, leadership, and employees.
  • Skill in analyzing HR data.
  • Knowledge of human resources management rules, regulations, policies, and procedures.
  • Skill in effectively processing personnel actions in accordance with the Guide to Processing Personnel Actions.

EVALUATION METHODS: Each applicant considered to possess the minimum qualification requirements will be further evaluated in accordance with the procedures outlined in SDNG Technician Pamphlet 335-T and subsequent MOAs.

BASIS FOR RATING: Qualified candidates will be assigned to one of three quality categories: "Best- Qualified", "Well-Qualified", "Qualified".

  • "Best-Qualified" Level. Candidate possesses the qualifications that substantially exceed the basic requirements of the position and would allow the candidate to perform effectively in the position almost immediately or with a minimum of training and/or orientation.
  • "Well-Qualified" Level. Candidate possesses the qualifications that exceed the basic requirements of the position and would allow the candidate to perform effectively in the position within a reasonable period of time (3-6 months).
  • "Qualified" Level. Candidate possesses the qualifications that meet the basic requirements of the position.
