Area 2: All current and former traditional drill status guardsmen of the Tennessee National Guard, who meet qualification standards. Area 3: All current State Employees of the Tennessee National Guard, who meet qualification standards.

As a TRAINING TECHNICIAN, GS-1702-11 (TITLE 5) you will, plan, direct, control, and oversee all elements of the Education, Training and Distance Learning Programs. Provide Education and Training advisory services to commanders and staff on all education and training programs. Confer with management and other key operating personnel to discuss training needs, problems and goals. Manage data in computer-based systems. Ensure accuracy of MILPDS data and performs functional review of data reliability. Serve as Test Control Officer (TCO) for CDC testing. Safeguards AFIADUCDC test material. Prepare Memorandums of Understanding (MOU) between the unit/base and educational institution(s), including colleges and universities, providing classes or associated services on base or at geographically separated units (GSUs). Serve as the base-level QPR for the Occupational Survey Program, Graduate Assessment Survey (GAS) and Field Evaluation Questionnaire (FEQ). Perform other duties as assigned.

  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.

Qualifications

GENERAL EXPERIENCE: Demonstrated ability to follow directions, read, understand, and retain instructions, regulations, and procedures that otherwise validate the ability to perform or learn to perform the duties of the position.

SPECIALIZED EXPERIENCE: Must have 1 year at the next lower GS level or 24 months specialized experience equivalent to at least the next lower grade. Knowledge of Army or Air Force education and training programs regarding their principles and procedures. Experience in performing interviews and counseling techniques; training techniques and instruction methods; task analysis procedures, learning processes, curriculum development, training evaluations, and education and training systems and products; effective writing skills; editing practices; instructional media application, training reporting, program and curriculum validation, and implementation procedures. Experience in scheduling training events and facilities; supporting assistance visits and training meetings; or assisting in work center and individual job qualification standard development; education institution registration requirements; and military personnel classification system and policies. Experience in the capabilities of communicative interpersonal skill applications and distance learning concepts. Experience as a participant and presenter during training and military or civilian conference events.

This position is located at an Air National Guard (ANG) Wing, Mission Support Group, Force Support Squadron (FSS), Force Development Office. The primary purpose of this position is to serve as the Force Development Manager and office of primary responsibility (OPR) for unit training programs managed in support of the Wing and its geographically separated units (GSUs). The office provides technical guidance and assistance to commanders, managers, and supervisors at all levels regarding education and training programs in support of federal, state and local missions, ensuring programs are in place to manage upgrade, qualification, in-garrison, expeditionary training and other military training functions as well as to administer post high school technical education and college programs.
