Summary

The incumbent serves as a Team Lead within the Technical Operations Training Division of the FAA Academy. The incumbent develops course control documents/training material and/or conducts theoretical and practical training on assigned National Airspace System (NAS) equipment and systems for field technical experts involved with the installation and maintenance of one or more NAS systems.

Serves as a technical expert to develop new or innovative concepts and approaches to systems, programs, and policies or serves as a senior project manager or team leader for large, challenging work activities. Serves as the FAA representative for student matters relating to contract classes. May serve as Subject Matter Expert (SME) when courses are developed or revised under contract. Applies experience and expert technical knowledge of assigned disciplines to develop new concepts, systems, or innovative approaches and to identify and resolve complex issues that often cross-organizational boundaries.

As the Team Lead, directs and assigns work of team members. Approves short-term leave requests. Resolves complaints of employees which may impact labor/management relations. Reports and makes recommendation to the front-line manager on performance, progress and training needs of employees, and on disciplinary actions. Makes recommendations to front-line manager regarding promotions, reassignment, recognition, and personnel needs.

Is considered a technical expert within the FAA for an assigned system or specialty area. Work directly supports the objectives of the agency and the safe and continual operation of the NAS. Develops course control documents for new and revised courses. This includes training plans, training proposals, course specifications, and programs of instruction. From these course control documents, develops lesson plans and prepares to conduct teaching assignments.

Serves as a team member on various teams to accomplish projects/assignments, increase efficiencies, and improve product quality. Provides support of team tasks and contributes to team effectiveness by participating in activities for continuous improvement of the teams(s) through sharing of ideas, scheduling of Instructors work assignments, creativity, information, and problem resolution. Leads in team training activities. Fosters a positive team environment through effective interpersonal skills.

Develops new resident, self-study, distance learning, and/or on-the-job training courses. This includes writing the course material, developing Web-Based Training (WBT) lessons, producing virtual training lessons, developing laboratory procedures, designing and developing training aids, developing examinations, and performing other assignments required in completing the development of a course. In most cases written material for new subjects is unavailable. Combines available information with detailed research to provide the most up-to-date material possible.

Instructs field technical personnel through classroom lectures/seminars/laboratory situations/distance learning on technical subjects relating to fundamentals, principles, maintenance, operation, and evaluation of assigned complex NAS systems. Administers, reviews, evaluates, and improves courses by maintaining student records, responding to notes, performing monitoring sessions, tracking student progress, and taking appropriate action when necessary.

Provides direction to students and Instructor Staff in technical and administrative areas during periods of instruction. Counsels and gives constructive criticism or advice to students and instructors within their team as appropriate. Reviews and evaluates the performance of each student. Assists management in the review and evaluation of Instructor performance. Makes recommendations to the immediate supervisor regarding a student's continuation in training.

May be assigned various special projects and staff studies in either the technical or administrative fields. Technical projects may include analysis of proposed modifications to field systems, review and development of agency handbooks and equipment instruction manuals; and technical coordination of the installation of new equipment/systems.

Expected to conduct activities in a manner that exhibits professionalism.

Qualifications

To qualify for this position at the FV-J level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized Experience includes: experience providing instruction to field technical personnel through classroom lectures, seminars, laboratory situations, distance learning on technical NAS subjects to include, Navigation and Landing Systems, Communications, Terminal and EnRoute Radar, Terminal and EnRoute Automation, ARTCC, and GNAS Environmental; experience leading others and utilizing project management techniques; experience developing course control documents and training materials.
