Summary

This position is part of the St Stephen's Indian School, Bureau of Indian Education. As a Head Teacher (Elementary) you will be responsible to organize and manage a specific educational program or department with the school (e.g., special education, elementary, middle school, etc.). This position requires SCHOOL YEAR CONTRACT per Public Law 95-561 and will require contract renewal on an annual basis. This position IS NOT suitable for telework or remote consideration under any circumstances.

As Head Teacher (Elementary)- CY-1710, your typical work assignments may include the following:


The Head Teacher organizes and manages a specific educational program or department with the school (e.g., special education, gifted and talented, elementary, middle school, etc.).

The incumbent is responsible for the day-to-day administration of the program/department. Activities may include scheduling of leave; assignment of teaching areas or rooms, staff critiques or evaluations; ordering of supplies; budget preparation; scheduling professional services; developing curriculum; selecting adapted textbooks; attending school board meetings; teaching; etc. The incumbent will represent the program/department at staff meetings, planning sessions, budget reviews, etc.

The incumbent provides instruction at the professional level, as a classroom Teacher, as a team Teacher according to the setting and organizational structure of the school. The incumbent supports the planning and implementation of educational initiatives; integrates new developments, research findings and best practices into ongoing programs; and identifies and develops appropriate curriculum and school-based assessments to support the academic growth of students

  • Must possess and maintain valid State-issued Teacher licensure/certification in the appropriate specialty (e.g., special education, elementary, secondary, etc.) (or equivalent Administrator) licensure/certification in the State where the position is located.
  • This position is EXEMPT from Fair Labor Standards Act.
  • Probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service. Probationary period is three full contract terms during which your fitness and continued employment will be evaluated.
  • Initial appointments under Public Law 95-561 do not confer competitive nor career status.

Qualifications

Basis of Rating: All applicants for this position will be rated based upon the documentation submitted. Applications may be further evaluated by subject matter expert. The judgment of qualifications will be based on the material submitted; therefore, it is to the applicant's advantage to give complete and thorough responses and to present information in a neat and orderly fashion.

In order to qualify, you must meet the education, licensure, AND experience requirements contained in the approved job category for P.L. 95-561 described below.

Education Requirement: Master's degree with a minimum of 12 graduate semester hours in School Administration from accredited institution (or equivalent which may have completed six-year university administration program with degree from an accredited institution, degree must include minimum of 12 graduate semester hours in school administration)

Experience Requirement:
Per Job Category Standard #020-01, this position has a qualification requirement of two (2) years of experience in school administration, teaching, counseling, or other professional education experience related to the position.

Per 62 BIAM, Chapter 11 - Creditable Experience - must be gained after receiving the minimum required degree and in a position essentially identical to the approved professional job category, may be credited.

Human Resources Office will consider paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience.

Certification/Licensure Requirement: All professional educators must meet the certification standards for their position in the state where the position is location. Some agency/schools may require the incumbent to meet the regional accrediting association requirements.

  • Must possess and maintain a valid State issued Teacher licensure or certification in the appropriate specialty (e.g., special education, elementary, secondary, etc.) in the State where the position is located.
  • Emergency and provisional certificates may be considered under the conditions that the State certification authority has issued those type of certificates.
  • Neither foreign nor DODEA certification is acceptable.
  • Applicants with valid State Certification in a State other than where the position is located may be considered. If selected, they will be issued a provisional contract to outline the requirement to obtain full appropriate Certification within two full contract terms.

Pay setting is based on degree and having 24 hours in education. Pay setting is determined AFTER selection process. Per 62 BIAM personnel provisions (62 BIAM 11.48 - Must have completed the degree requirement from an accredited university in a related field of study or with minimum of 24 semester hours in education.

  • Pay Level 14 requires a Master's Degree
  • Pay Level 15 requires a Master's Degree and 15 graduate semester hours
  • Pay Level 16 requires a Master's Degree and 30 graduate semester hours
  • Pay Level 17 requires an earned Doctorate
Pay setting for experience (which provides increments/steps) is determined AFTER selection process and in compliance with personnel provision outlined in 62 BIAM, Chapter 11 and HR Policy Memos. Human Resources Office evaluates experience for appropriate credit of increments to be added to the Base Increment of 01.

Per 62 BIAM, Chapter 11 - Creditable Experience - must be gained after receiving the minimum required degree and in a position essentially identical to the approved professional job category, may be credited.
