Help

This is a Temporary Promotion/Detail not to exceed 120 days. The temporary promotion/detail may end prior to 120 days, or with additional approval be extended based on agency policy and operational needs or made permanent without further competition.

Major duties include but are not limited to:

  • Develops and writes documents that articulate the position of the Veterans Health Administration and the Under Secretary for Health and, as required, other key VHA officials on an entire spectrum of issues for a wide variety of audiences and occasions.
  • Confers with VHA Program Office subject matter experts in order to learn as much as possible before beginning to write, and as necessary to produce an accurate document.
  • Researches and reads material previously used by Program Offices to develop written projects.
  • Develops information that ensures public understanding, appreciation and support of the programs, activities, and objectives of the Department of Veterans Affairs and the Veterans Health Administration, which depends, to a great extent, upon public statements made by the Under Secretary for Health.
  • Maintains files with background materials of written documents, presentations (Powerpoint), and previous articles, speeches, events, and other pertinent information.
  • Using a variety of information tools and sources, including historical documents, researches and produces a variety of written communications and briefing materials, and other outreach related documents for the Under Secretary for Health and other key Department officials.

Work Schedule: Monday-Friday, 08:00-04:30pm

Telework: This position may be authorized for ADHOC telework. Telework eligibility will be discussed during the interview process.
Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position.
Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space.
Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Any approval for an RTO exception, exemption, or extension will happen after a tentative job offer, but before a final job offer.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Demonstrated experience and expertise in developing, implementing, and managing digital platforms for comprehensive communication strategies that advance VHA's policies and values across multiple channels.
    • Proven ability to create and expand a digital footprint that enhances veterans' healthcare experiences through search engine optimization and utilization of reliable digital platforms.
    • Expertise in leveraging state-of-the-art technologies and resources to proactively identify and address potential issues impacting veterans' digital presence.
    • Advanced experience using social media and digital analytics to evaluate marketing campaigns and derive actionable insights to support veterans outreach initiatives.
    • Extensive experience providing briefings and strategic counsel to executive leadership teams, including guidance during sensitive or controversial situations.
    • High-level proficiency in crisis communication, with the ability to interpret web-based data and develop evidence-based recommendations for optimal solutions.
Preferred experience (not required, but preferred): Above listed specialized experience with both national and field level experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary, however, walking, standing, bending, and lifting are customary physical demands of this position. Travel may also be required.
