Help

  • Leads/manages the development, monitoring, enforcement, and evaluation of regulations, policies, procedures, State Plan Amendments and other guidelines for States in the design and implementation of their Medicaid program.
  • Directs projects analyzing key Medicaid policy issues supporting legislative, regulatory, policy, and/or operational initiatives.
  • Participates in negotiating with State and Federal officials on issues related to Division work.
  • Initiates and develops ongoing productive working relationships with relevant entities including other federal agencies, States, Congress, provider organizations, and beneficiary advocacy groups.
  • Manages and builds relationships with internal and external stakeholder groups including States, advocacy organization, health care providers, drug manufacturers, and other federal agencies and senior policy makers developing regulations.
  • Leads staff and serves as a role model for leadership, including coaching, mentoring, providing ongoing feedback, formal and informal learning opportunities, and addressing staffing issues.

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT.

In order to qualify for the GS-14, you must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in the private or public sector, to include:

  1. Developing policies related to at least one of the following programs: Medicaid Benefits and Coverage, Medicaid Pharmacy Coverage and Reimbursement, Medicaid Drug Rebate Program, Medicaid Home & Community-based Services (HCBS) quality, HCBS access, long term services re-balancing or related Discretionary Medicaid Grant and Demonstration Projects; AND
  2. Preparing technical and non-technical documents such as regulations, briefing documents, analytical reports, standard operating procedures, guidelines, issue papers, and administrative and management reports; AND
  3. Providing technical direction to staff or other stakeholders engaged in the development of program policies.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
