The Supervisory Program Manager develops and delivers learning solutions in support of federal acquisition certification (FAC) requirements for contracting (FAC-C) project/program management (FAC-P/PM) and contracting officers' representatives (FAC-COR) - who support VA's supply system. The incumbent approaches modernization and learning advancements by unfolding new ways of doing business and deploying modernized advancements to serve our nation's veterans. This business approach also provides continuous innovation for operating models, products, and business outcomes.

Built upon the strategic pillars of partnership, academic excellence, value and continuous improvement, the incumbent enables organizational quality and process excellence to promote student learning, ensures training meets standards for quality and effectiveness, meets standards for maintaining International Accreditors for Continuing Education and Training (IACET) provider status, and administers Kirkpatrick Model course evaluations and course audits.


Duties include, but are not limited to:

  • Supporting the Chancellor and Deputy Chancellor in all matters pertaining to Academia, acquisition strategic planning, operational performance, and competency assessments.
  • Ability to collaborate with individuals at all organizational levels within the VA and other Government Agencies, with particular attention to VA Program Offices using effective oral and written communications.
  • Adjusts work assignments to accommodate resource allocation decisions.
  • Constructs analysis models and conducts and evaluates analyses. Prepares summaries of analyses and presents results to senior executives and customers throughout VA.
  • Demonstrated knowledge of business/management of distance education, web-based learning, and advanced asynchronous learning systems.
  • Demonstrating supervisory experience performing project management tasks such as counseling and managing personnel, task assignments, ongoing technical efforts, project and personnel performance, standard operating policies and procedures, content versioning, timelines, cost controls, and oversight of contractor development teams.
  • Developing a high degree of skill in survey principles and analyzing data collected from a wide variety of sources to determine training program strengths and weaknesses, including implementing the Kirkpatrick Evaluation Model.
  • Developing internal policies, practices, guidelines, procedures, and other operational activities.
  • Develops related policies and procedures to standardize activities throughout the Department.
  • Incorporates best practices from industry and the Federal government, to include course development; distance education foundations, systems and technologies, and Earned Value Management (EVM) concepts and calculations.
  • Knowledge of adult learning (ADL) technologies to provide student and faculty support with technologies, such as knowledge management system (KMS) and the learning management system (LMS), to include providing faculty development sessions, online tutorials, and using the LMS to perform administrative functions and manage course implementations.
  • Leading projects and study teams in developing and implementing program initiatives and evaluating program perform.
  • Planning work to be accomplished by subordinates, setting, and adjusting short-term priorities, and preparing schedules for completion of work.

  • Provides oversight for acquisition career management, requirements, program management, and investment management to assess needs and appropriately develop effective products and systems.
  • Review existing data to determine relationships within data that impact policy decisions. Investigate and analyze adverse trends.
  • Reviewing current and proposed congressional legislation for impact on current programs, policies, and operations.
  • Tailors program management tactics, techniques, and procedures most suitable for managing the Department's transformation and continuous improvement programs and projects are aligned to the VA Secretary's breakthrough priorities.

Work Schedule: Monday - Friday, 8:00am - 4:30pm EST.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/04/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Leading enterprise-level Federal and VA acquisition workforce training and certification programs (e.g., FAC-C, FAC-P/PM, FAC-COR and agency-specific credentials), including curriculum alignment, continuous learning requirements, and competency-based career progression.
    • Defining and implementing acquisition workforce and human capital strategies in alignment with OMB, OFPP, FAI, and VA policies, including workforce planning for recruitment, retention, training, and development of acquisition professionals.
    • Managing acquisition workforce analytics and readiness assessments by developing and using human capital metrics, certification and training data, and performance indicators to inform leadership decisions and drive program improvements.
    • Directing large-scale organizational transformation efforts focused on acquisition workforce modernization, integration of lifecycle management concepts (cost, schedule, performance, risk), and adoption of innovative learning methodologies (e.g., scenario-based and cross-functional learning).
    • Leading and supervising a multidisciplinary staff (e.g., GS-7 through GS-14) and contractor support teams, including assigning work, providing technical and administrative oversight, developing performance plans, evaluating performance, and resolving employee and team issues.
    • Managing significant program and contract resources for acquisition training and development, including planning, programming, budgeting, and execution; reviewing contractor deliverables; making accept/reject decisions; and taking action based on contractor performance.
    • Developing, implementing, and interpreting acquisition workforce policies, procedures, and guidance, and integrating updates from FAR/VAAR, OFPP, and VA governance into program operations and training requirements.
    • Representing the organization at the enterprise and interagency levels by briefing senior executives, Congressional staff, and external partners; leading or participating in national conferences, task forces, and stakeholder forums related to acquisition workforce development.

The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal/VA competitive service employees with selection priority over other candidates for competitive service vacancies.   • Diagnoses and resolves program performance problems using qualitative and quantitative analysis, human capital and training data, and stakeholder feedback; recommends and implements changes to improve effectiveness, efficiency, and compliance.
  • Leads design, delivery, and continuous improvement of acquisition training and education programs by providing strategic direction, monitoring short- and long-term effectiveness, and enhancing curricula and instructional media to close competency gaps and support modernization priorities.
  • Manages funds and resources for acquisition workforce and training programs, including multi-year planning, contract management, and decisions on contractor deliverables, ensuring programs meet cost, schedule, performance, and quality expectations.
  • Demonstrates the ability to influence and negotiate with internal and external stakeholders, justify and defend program decisions, obtain necessary resources, and gain cooperation from other organizational units in support of Department-wide acquisition workforce initiatives.
