Duties

Help

  • Plans, organizes, and directs the activities of 502 LRS/LGRDDO, ensuring that Ground Transportation complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
  • Represents 502 LRS/LGRDDO with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with various installation and functional area organizations.
  • Maintains regular contact with the contractor's representative to ensure quality performance and coordinates with contractor personnel to identify, analyze, and resolve operational problems, whether related to contractor performance or equipment failure.
  • Serves as the primary point of contact (POC) for two critical areas: Government Operated Computers and furniture utilized by the Contractor, and the Joint Base San Antonio (JBSA) Bus Service contract.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • The work requires the employee to drive a motor vehicle. An appropriate, valid driver’s license is required for the position.
  • Minimum five years’ experience in Ground Transportation operations and contract experience preferred.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (con't)
  • (con't) Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency (con't)
  • (con't) or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • "This is a Supervisory Position." A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of federal, state, and local transportation and contracting regulations, directives, policies and procedures pertaining to ground transportation, and capacity and characteristics of a variety of transportation equipment. Knowledge of safety and security regulations, practices, and procedures. Knowledge of Ground Transportation Operations, contract funding management and Ground Transportation contingency procedures. Knowledge of the transportation function(s) of the position to be filled.

EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university. NOTE: You must submit transcripts with your application.

COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit transcripts with your application.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of federal, state, and local transportation and contracting regulations, directives, policies and procedures pertaining to ground transportation, and capacity and characteristics of a variety of transportation equipment.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Knowledge of Ground Transportation Operations, contract funding management and Ground Transportation contingency procedures.
  • Skilled in using various computer programs such as Excel, PowerPoint, SharePoint, Office 365 to perform the development of individual information retrieval products that will assist in performing quality review of the operations.
  • Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.
  • Ability to work with various computer programs such as Excel, PowerPoint, SharePoint, Office 365 to perform the development of individual information retrieval products that will assist in performing quality review of the operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
