Duties

Help
  • Analyze and evaluate complex operational and management issues using quantitative and qualitative methods to assess effectiveness, efficiency, compliance with laws and regulations, internal controls, and organizational performance.
  • Serve as an audit liaison by coordinating communications with oversight bodies, ensuring accuracy and completeness of materials provided for audits, facilitating information exchanges, and tracking and monitoring audit-related corrective actions.
  • Interpret and apply legislation, regulations, and policy requirements; develop or revise policy guidance; and provide expert consultation to leadership on compliance and oversight implications.
  • Lead management reviews and internal control assessments to evaluate operational practices, identify deficiencies or risks, and recommend corrective actions or process improvements.
  • Develop strategies, analytical tools, and evaluation methods to support risk management, decision-making, and organizational accountability, including assessing data accuracy and identifying trends.
  • Represent the organization in meetings, briefings, and committees, presenting findings and recommendations, explaining complex issues, and reconciling differing viewpoints among stakeholders.
  • Establish, monitor, and refine administrative and internal control systems to ensure responsible stewardship of government resources, prevent waste or misuse, and support transparency and compliance.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards.

Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. You must meet this requirement by the closing date of this announcement.
Specialized Experience Requirement

For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience includes all of the following:

  1. Experience conducting complex analytical reviews using quantitative and qualitative methods to evaluate organizational effectiveness, compliance with laws and regulations, internal controls, operational processes, or data accuracy, and developing recommendations to address deficiencies or risks.
  2. Experience interpreting and applying legislation, regulations, and policy requirements, including developing or revising guidance and advising leadership on compliance, risk, and operational impacts.
  3. Experience leading or coordinating oversight activities such as serving as an audit liaison, preparing or validating materials for audits or reviews, facilitating exchanges with oversight bodies, and tracking or implementing corrective actions resulting from audit or internal control findings.
  4. Experience developing and presenting findings, recommendations, or strategies to senior leadership or external stakeholders on complex or sensitive issues, including defending analytical conclusions and influencing adoption of corrective actions or improvements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Temporary Promotion Not-to-Exceed: This is a temporary promotion not-to-exceed ONE-YEAR and may be extended (up to 5 years) without further competition or may end earlier due to lack of work or funds, or at the discretion of the Hiring Manager.

Should this not occur, reduction-in-force procedures may be necessary. If you are selected, we will work with you and your supervisor on an agreement covering return rights so every effort will be made to return you to a properly classified position for which qualified and at the same grade level.?

Selectee must be able to obtain and maintain a security clearance. If selected you will be subject to a National Agency Check and Inquiry (NACI) and a credit report.

The U.S. Department of Agriculture (USDA), Farm Production and Conservation (FPAC) Business Center (BC), provides enterprise solutions for mission support activities including information technology, financial management, human resources, acquisition, property management, and related business and administrative processes to improve customer service at the mission area level.

The FPAC Mission area is USDA's focal point for the nation's farmers, ranchers, and forest landowners and is comprised of the Farm Service Agency (FSA), Natural Resource Conservation Service (NRCS), and Risk Management Agency (RMA). These agencies implement programs designed to mitigate the significant risks of farming through crop insurance services, conservation programs and technical assistance, and commodity, lending, and disaster programs.
