Duties

Help
  • Leads the development, review, and maintenance of OCIO IT policies, operational and tactical plans, and related resource requirements.
  • Serves as the primary liaison between OCIO and EEOC program offices on strategic planning, operational alignment, and budget formulation.
  • Provides expertise in capital planning, business case development, and enterprise IT investment management.
  • Directs the agency’s Section 508 and accessible technology program, including policy development, compliance oversight, accessibility testing, and enterprise reporting.
  • Coordinates closely with offices responsible for Rehabilitation Act compliance and reasonable accommodations.
  • Leads enterprise change management and risk management practices to ensure the successful delivery of IT investments and minimize operational disruptions.
  • Serves as the liaison among program offices on eDiscovery, electronic records management, record retention, and data loss prevention initiatives.

Qualifications

IT-related experience; experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. Experience must have demonstrated each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attention to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services and is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
For the GS-15: You must have one year of specialized experience equivalent to the GS-14 level in federal service. Specialized experience must include demonstrable experience:
  • Managing IT governance or strategic planning activities, such as developing IT policies, investment plans, or enterprise-level technology strategies.
  • Managing an IT accessibility or Section 508 program, including compliance oversight, accessibility testing, or developing accessibility policies.
  • Overseeing information governance functions, such as electronic records management, eDiscovery support, or data loss prevention.
  • Developing and implementing organizational change or risk management efforts for major IT programs, including identifying risks and implementing mitigation strategies.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS- 15 level.

An incumbent with Contracting Officer Representative Level II (COR-II) certification is highly desirable.
