Duties

Help

The candidate selected for this position will:

  • Serve as spokesperson for the BD Director and Chief Operations Officer on budgetary legislative and regulatory matters and maintains oversight of the direction, management and coordination of PBGC budget and organizational performance programs.

  • Plan and manage the formulation and execution of the PBGC budget. performance programs. Provides executive leadership for PBGC’s approach to budget execution in response to the federal debt crisis and continuing resolutions.

  • Responsible for managing and coordinating budget requests from all elements of the Corporation for development into a comprehensive budget document for submission to OMB and Congress.

  • Ensure that the budget is executed within resources provided via the OMB apportionment process and manages the allocation and reallocation of resources, including full-time equivalent (FTE) work years, within the Corporation.

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration.

Specialized Experience: Applicants must have at least one year of specialized experience at the GS‑14 grade level in the Federal service leading the performance of budget formulation, execution, and oversight.

Examples may include: advising senior leadership on budgetary matters; leading budget formulation, justification, and/or execution efforts; preparing budget reports for presentation to the Office of Management and Budget (OMB); and adjusting budgetary data based on shifts in priorities or strategies.

Time-In-Grade Requirement:  In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service).  This information must be in both your resume and on an SF-50.  Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Your qualifications will be evaluated on the following knowledge, skills, and abilities (KSAs):

1. skill in communicating and presenting budgetary, legislative, and regulatory issues to internal and external stakeholders of PBGC policies and program priorities

2. knowledge of Federal budget formulation and execution processes, including OMB apportionment requirements, agency-wide budget development

3. skill in managing and coordinating organization‑wide budget requests and creating them into a comprehensive, budget submission for review by OMB and Congress

4. knowledge of OMB distribution procedures and executing agency budgets within approved resource levels, including allocating and reallocating financial and FTE resources across organizational components
