Duties

Help

The incumbent serves as an Assistant Director, working closely with the Associate Director to establish the Division's agenda and to meet the Division's goals, including developing and implementing best practices for investigations and e-discovery.

The incumbent will perform the following duties:
- Provides direct supervision to the staff in the Division, including assigning and reviewing work, evaluating performance, problem solving, providing training and career development, and identifying ways to improve work efficiency and effectiveness.
- Manages all aspects of litigation technology for BCP's law enforcement actions, including supervising the work of e-discovery and information technology specialists.
- Manages all aspects of the BCP Honors Paralegal Program, including interviewing candidates, developing performance standards, evaluating work performance, and providing training on the full range of paralegal duties.
- Manages and directs the provision of litigation support services, including the processing, analysis, and organization of electronically stored information. Applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve team effectiveness.
- Develops and implements standard operating procedures for litigation support work.
- Exercises technical oversight over contracted litigation support services and makes determinations regarding the acceptability of contractor work.- Assists attorneys in negotiations with outside counsel regarding the production of electronically stored information.
- Oversees the development of training and materials that provide up-to-date information regarding the issues associated with technology-related investigations and e-discovery.
- Oversees the evaluation of the equipment and software needed for technology-related investigations and litigation and ensure all purchases are justified.
- Maintains appropriate contacts in other government agencies and private industry to advance and share best practices in technology-related investigations and e-discovery.
- Serves as the BCP liaison with the FTC's Office of the Chief Information Officer with respect to technological systems and issues related to litigation support.
- Assists the Associate Director in overseeing other law enforcement and policy support functions in the Division.

Qualifications

To qualify for a Supervisory Program Manager (Assistant Director) at the GS-15 level, you must meet the following requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: analyzing complex issues relating to e-discovery; providing technical advice to attorneys and others regarding e-discovery issues and the use of litigation support technology; negotiating with opposing parties regarding the submission of electronically stored information; planning, organizing and managing complex projects involving e-discovery or paralegal support; using e-discovery technology on a regular and recurring basis to process, organize or identify data; participating in the review, evaluation, and selection of e-discovery technology; managing or leading a team in a litigation support or e-discovery environment.




Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

Expert knowledge and skill in overseeing the provision of e-discovery services to meet the agency's mission.

Knowledge of agency programs and activities; management principles and processes; and analytical and evaluative methods as they relate to the litigation support process.

Expert knowledge of automated systems routinely used during the litigation process and the ability to train other staff in the effective use of those systems.


Ability to plan, organize, and manage complex projects, within specified time limits.

Skill in communication with individuals and groups.

Ability to supervise and lead others.
