  • Gives executive level direction to staff and advises the A1K and A1 on the feasibility of actions proposed or directed to resolve pressing operational or functional problems.
  • Leads and/or oversees the planning, preparation, management, and execution of a broad and diverse spectrum of programs, responsibilities and activities for nine developmental programs.
  • Leads or participates in strategic planning events, conducts special studies/projects, and performs data analysis on force development and training programs.
  • Serves as supervisor over two enlisted and one civilian employee.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: Ensuring effective identification of command-wide total force requirements. Lead formalized and/or ad hoc teams to define, analyze and evaluate a wide variety of complex and substantive total force training, development, program management and workforce demographic related issues. Establish metrics and analysis systems to ensure actions are timely and reviewed at critical points. Provide comprehensive strategic policy and procedural guidance on all personnel actions relating to total force development and training. Direct, lead and serve as an advisor for officer and enlisted force development, enlisted sustainment assignments, enlisted commissioning programs, testing, voluntary education, and military force structure programs. Research and evaluate new or proposed regulations, policies, and/or laws to provide technical and strategic guidance and advisory services on impact to command-wide personnel, issues or programs. Advise supervisors and managers of affirmative employment plans and objectives and effectively review organizational progress in meeting the objectives. Develop and prepare a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefs, charts, bullet background papers, etc. Conduct or attend conferences with representatives of staff management or other staff service functions and activities. Research, draft, and coordinate responses to other headquarter directors, external agencies, and individual inquiries and requests.


FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of, and skill in, applying a wide range of Human Resources Development, Leadership Development, and Talent Management concepts, theories and practices as well as laws, executive orders, regulations, policies, directives, and instructions governing military and civilian HR and Human Resource Development functions.

2. Knowledge and broad understanding of AF missions, DoD/AF organizational structures and rating chains, objectives, operating programs, key personnel, administrative/protocol policies and procedures, and current problems of military and civilian professional development programs and their relationships to other components of the Air Force and Air Combat Command.

3. Skill in developing, modifying and manipulating Word documents, Excel spreadsheets and PowerPoint presentations.

4. Skill in oral and written communications; ability to deliver polished and professional briefings to senior leadership.

5. Ability to establish and maintain effective and positive work relationships; build consensus and coalitions; negotiate complex issues; gain key cooperation from others through tact, courtesy, diplomacy and teambuilding; identify areas for improved mission operations and develop solutions to complex problems or customer needs.

6. Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately access information to reach sound conclusions and formulate recommendations involving difficult HR issues.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
