About the Position: Serve as a Housing Manager for Directorate of Public Works Housing Division for Installation Management Command (IMCOM) at Fort Caron, Colorado. Responsible for the planning, management, administration, coordination and implementation of the housing management program.

Duties

Help
  • Reviews various inspections of community rental property to determine adequacy, habitability and suitability as a listing for referral.
  • Evaluates management of the Rental Partnership Program and Utility Deposit Waiver Program.
  • Studies area ordinances and regulations governing community life and recommends new ordinances, regulations or amendments for improvement of housing administrative policies.
  • Analyzes and prepares statistical data for a variety of reports.
  • Assists in Basic Allowance for Housing (BAH) data collection and reports submission.
  • Assists in development of overall installation plans and procedures for barracks sustainment, to include restoration, modernization, and/or replacement projects.
  • Maintains/monitors enterprise Military Housing (eMH) database.
  • Evaluates management, maintenance, and operating costs of project finances (to include furniture and appliances), development, and construction.
  • Arbitrates resident issues not resolved by the local landlord and/or Residential Communities Initiative Community Manager and makes determinations on exceptions for residents, tenant commanders, developer partner, and other interested parties.
  • Advises chain-of-command on all aspects of the installation housing program, and submits necessary reports, briefings, etc.
  • Serves as the Contracting Officer Representative (COR), responsible for day-to-day management of contracts supporting housing functions as required or appointed.

  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R. Financial Disclosure Statement OGE Form 450 is used to avoid conflicts between duties and financial interest.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.

In order to qualify, you must meet the education an/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes:1) Experience conducting inspections to ensure habitability and compliance with policies and standards; 2) Assisting in the development of plans for housing restoration, modernization, and/or replacement projects for the installation; AND 3) Assisting with managing contractual agreements to ensure technical direction and contract performance are in compliance with the installation's mission. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Housing Management and/or Facility Management.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

  • Salary includes applicable locality pay or Local Market Supplement.
