Summary

As a Senior Tech Advisor, you will develop government-wide standards for requirements for Enterprise –Architecture (ENTARCH) for Information Technology (IT) products and/or services, develop strategies to manage the concentrated risk and engage with strategic industry partners.

Location: The Office of Acquisition Solutions Development located on 1800 F St NW, Washington D.C.

Duties

Help

  • Directs special studies and prepares reports involving enterprise software and strategic sourcing. These studies include deadlines, deliverables, and costs.
  • Performs needs analysis to define opportunities for new or improved business process solutions; consults with senior management and customer agencies to identify requirements; conducts feasibility studies and develops business cases and cost estimates; and represents the organization in engagements with Federal officials, industry, and stakeholders.
  • Establishes concepts, develops criteria, and assists Government-wide and agency-wide IT initiatives in a collaborative and structured process. This includes analyzing government-wide IT enterprise architecture, category spending and using this information to support decisions related to effectively acquiring commodities and services.
  • Directs the optimization and prioritization of ITVMO across Government through the identification and development of new offerings, promotion of existing services on federal contracts, and the development of new strategic sourcing opportunities that improve Government savings in enterprise architecture, IT products and services acquisition.
  • Represents and speaks for GSA/FAS/ITC in dealings with key GSA officials, other Federal agency officials, representatives of business and industry, State and local governments, the media,
    congressional staff and committees on matters involving enterprise software, strategic sourcing and contract compliance.

The GS-15 salary range starts at $169,279 per year.  

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:


IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues. 
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS:

Specialized experience is:

● Developing and applying IT policies, standards, and/or enterprise architecture frameworks to support a large organization;
● Providing expert technical guidance and recommendations to senior management, executives, or external stakeholders on complex or controversial technology issues, leading to the acceptance of sensitive technical recommendations or policy compliance;
● Guiding cross-functional teams of technical and non-technical subject matter experts in the development and presentation of high-quality technical documents, IT strategic plans, and/or analytical reports; AND
● Managing or overseeing IT programs or initiatives with an organization-wide scope and substantial impact on multiple levels, involving complex joint organization initiatives and significant resource expenditures.

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  • Knowledge of enterprise systems’ strategic planning, architecture, and governance.
  • Ability to conduct needs analysis and define systems solutions.
  • Experience in managing vendor performance, category management, and strategic sourcing for technology products and services.
  • Knowledge ofthe enterprise architecture and occupational area of specialization, its governing laws, regulations, methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
  • Ability to negotiate, advise, and present system recommendations to senior leadership and external stakeholders.
