This position is assigned to the Deputy Assistant Secretary of Defense for Military Community and Family Policy (DASD (MC&FP), Assistant Secretary of Defense for Manpower and Reserve Affairs (M&RA), Office of the Under Secretary of Defense, Personnel and Readiness (USD (P&R)).

This is a Direct Hire Solicitation.

Duties

Help
  • This position drives agency innovation and delivers expert business intelligence with respect to data governance, data visualization, data analysis and management capabilities, organizational capacity, and enterprise analytics infrastructure.
  • Lead complex data science projects.
  • Use various methods to extract, validate, and transform raw data into useful data systems.
  • Create algorithms and applies advanced statistical and data science techniques for quantitative analysis, statistical analysis, forecasting, predictive modeling, prescriptive analysis, and optimization; and validates analysis and outcomes.
  • Assess data sources to determine the types of data available and how to import data into systems and models to reduce or eliminate manual reporting or processing requirements.
  • Develop high-performance data processing and tools to improve data quality and improve the ability to deliver superior enabled data science capabilities for the Military Community Support Programs Directorate and Military Community and Family Policy.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Basic Requirement for Data Scientist:

A. Degree: Bachelor's degree (or higher degree) in in mathematics, statistics, computer science, data science or field directly related to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major field of study (30 semester hours) as shown in A above, plus appropriate experience or additional education.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes directing and conducting complex data science and data preparation activities on large structured, semi-structured, and unstructured datasets; designing and optimizing data integration processes, transformations, and/or data structures; engineering data solutions that directly enable analytics, automation, and machine learning use cases; and utilizing programming languages (such as SQL, Python, or R) and modern data platform tools to execute workflows. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
