As a Supervisory Contract Specialist at the NH-1102-4 broadband level, some of your typical work assignments may include:
Has ultimate responsibility for effective and successful execution of the acquisition and contracting mission. Planning, organizing, and directing contracting and other business management activities to deliver rapid response capabilities for classified and unclassified programs and eliminate or reduce significant bottlenecks in contract execution, promoting team building, and improving business practices. Providing oversight and guidance in support of MDA's Missile Defense System (MDS) research, development, test and evaluation; science and technology; systems integration and engineering; and professional support services for complex, large-scale, long-term multi-million-dollar contracts.
Exercising independent judgment in rendering decisions and making recommendations affecting all aspects of procurement for mission accomplishment. Resolving problems on diverse, innovative and complex procurement issues across functional and organizational boundaries where no established practices or precedents may be available to assist. Operating in a risk tolerant environment but assessing risk and potential solutions offered by various innovative acquisition strategies.
Implementing broad policy, direction, regulation, and long-range plans established by higher authority for contracting and acquisition related issues ensuring streamlined policy, practices, and procedures are in place to expedite the fielding of capabilities.
Ascertaining facts and obtaining responses from appropriate activities to reply to inquiries from senior leaders, other staff offices, Congress, OSD, DA, and industry. Adapting and interpreting policy and legal guidance within span of authority to ensure a uniform and balanced procurement program that takes appropriate risks to achieve outcomes at a faster pace.
Conducting acquisition planning and determining contractual strategy to be used in the acquisition of a specific program element. Overseeing the efforts of contracting, technical, and administrative personnel engaged in the execution of the mission which may include executing grants, SBIR/STTRs, cooperative agreements, and other transactions as well as traditional contracting instruments.
Leading a team of contracting professionals in the procurement of highly specialized research and development requirements for programs/activities and overseeing training needs for their professional development. Overseeing the work of employees and plans work to be accomplished in the most efficient manner possible. Making decisions on work problems presented by subordinate supervisors and evaluate subordinate supervisors. Hearing and resolving group grievances or serious employee complaints and reviews and approves serious disciplinary actions.
Developing networks and building alliances with customer organizations to achieve collaboration across organizational boundaries to build strategic relationships and achieve common goals.

Qualifications
You may qualify at the NH-04 Broadband Level, if you fulfill the following qualifications:
One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below and must meet 2 of the 4 specialized experience listed below to be qualified:
Providing technical oversight of procurement laws, rules, regulations, and decisions on contractual actions.
Supervising subordinates, evaluating performance, conducting interviews, and recommending disciplinary action.
Evaluating acquisition programs and recommending contracting solutions and/or alternatives to complex requirements and challenges.
Applying independent judgment in environments where little precedent exists.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
