Duties

Help
  • You will lead a team in development of comprehensive test cases to ensure test methodologies for new and industry leading technologies for vendor trials and command pilots of new innovation comply with Information Assurance (IA) guidelines.
  • You will develop, establishes and maintain testing procedures for Navy Recruiting Command systems and applications to identify coding or connectivity defects prior to deployment to the end user.
  • You will apply software design principles and methods to design, develop, and integrate system components, ensuring alignment with planned application strategies and data environment.
  • You will present technical and project-related information effectively to diverse stakeholders.
  • You will test performance parameters to identify when software and hardware upgrades or configuration changes are warranted.
  • You will review work in progress weekly and take corrective action when a deviation from schedule or failure to adhere to established practices is identified.
  • You will present and discuss test procedures, present test event results and persuade persons or groups to accept opinions or take action related to advancing testing goals and objectives of assigned initiatives.

  • You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.

Qualifications

I have one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Skilled in developing and apply8ing appropriate testing methods and techniques to ensure applications are properly tested prior to deployment.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Collaborate with vendors to identify integration issues, correct problems, or enhance performance of information technology (IT) platforms.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Communicate with vendors to resolve defects and provide recommendations.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Evaluate network equipment or systems to provide technical direction in resolving network issues.

In addition to my experience demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level GS-11 or pay band in the federal service or equivalent experience in the private or public sector: Assess information technology (IT) system modifications to identify the impact on current, new, or existing systems and subsystems; Develop information security testing strategies to seek out system strengths, weaknesses, and threats; Review planning and management services to verify application of cybersecurity policies, principles, and practices; and draft written briefings and communication on project issues to meet the needs to a diverse audience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position has been designated as a Cyber Workforce position in a DoD Workforce Framework primary role of (801) proficiency level Intermediate. The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.

This position has been designated as a Cyber IT/Cybersecurity Workforce position in specialty area (43) and as a condition of employment incumbents of this position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2, which include:

  • Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned.
  • Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan (IDP) signed by both the employee and supervisor.
Knowledge Management - Manages and administers processes and tools that enable the organization to identify, document, and access intellectual capital and information content.
