In support of the Senior Director/National Intelligence Officer (SD/NIO) for Middle East-North Africa (MENA), DNIO for Analysis for MENA leads, authors, and oversees strategic and tactical intelligence analysis related to MENA. On behalf of the SD/NIO for MENA, the DNIO-A drafts and coordinates finished intelligence products and leads strategic and tactical analysis for MENA specifically:

On behalf of the SD/NIO, orchestrate and direct Community-wide mid- and long-term strategic analysis on MENA issues.

Serve as a subject matter expert and advise the SD/NIO and other senior IC leaders on all analytical and substantive MENA issues in support of the DNI's role as the principal intelligence adviser to the President.

Oversee IC-wide production and coordination of National Intelligence Estimates and other IC papers (IC Assessments, IC Briefs, and Sense of the Community Memoranda) concerning MENA issues.

Prepare and present written and oral briefings to senior internal and external customers on significant intelligence issues.

Develop and sustain a professional network with IC analysts and analytic managers to ensure timely and appropriate intelligence support to policy customers regarding MENA.

Must be a current permanent ODNI employee OR must be a current permanent Federal employee with supervisory approval to apply to the Joint Duty Assignment (JDA). JDA applicants must be currently at the grade level specified in the advertisement. No temporary promotion opportunities will be granted for this position. The program does not apply to members of the Military service or contractors.

Joint Duty applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Joint Duty applicants must have a current TS/SCI clearance with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

  3. How would you help advance the President's Executive Orders and policy priorities in this role? Identify one or two relevant Executive Orders or policy initiatives that are significant to you and explain how you would help implement them if hired.
  4. How has a strong work ethic contributed to your professional, academic or personal achievements? Provide one or two specific examples and explain how those qualities would enable you to serve effectively in this position.

Qualifications

Conduct and produce tactical, multidisciplinary, and strategic analysis that supports key US national security and foreign policy objectives and helps shape IC analysis and priorities.

Ability to produce analytic finished intelligence related to the subject matter issue, either as lead analyst or manager of analysts, and broad knowledge of the role of intelligence analysis within the IC.

Ability to work with and fairly represent the IC when analytic views differ among agencies.

Deep understanding of relevant allied and partner relationships and priorities, along with the ability to represent ODNI and the IC in various fora at all levels.

Extensive communication skills, including ability to exert influence with senior leadership and communicate effectively with people at all staff levels, both internal and external to the organization, including domestic and foreign partners, and to give oral presentations and to otherwise represent the ODNI, MI, and/or NIC in interagency meetings.

Extensive oral and written communication skills, including the superior ability to clearly convey complex information and technical data to all levels of USG management and foreign partners.

Thorough knowledge of IC policy and procedures and demonstrated knowledge of analytic tradecraft and superior ability to communicate intelligence information and judgments to generalists as well as specialists.

Interpersonal, organizational, and problem-solving skills, in working with individuals at the highest levels of the IC and government in justifying, defending, negotiating, and resolving significant and controversial issues.
