Leads ad hoc teams responsible for establishing technical requirements for creating and evaluating course tests for the technical operations workforce. Applies experience and expert technical knowledge of aviation equipment, airport, and air traffic control facilities to review and assess the training history of members of the operational workforce, including bargaining unit members, to determine paths to certification and training equivalence. Reviews examination failures to determine reasons for the failure and can be asked to provide input on decisions to recommend whether the individual should receive remedial training or be removed. Evaluates technical operations training initiatives and develops instructional methods, techniques, curricula, delivery, and simulation strategies.

Uses field operational experience to install and/or maintain technical equipment or as an On-the-Job Training Instructor (OJTI) in an FAA facility or airport, develops OJT requirements and performance evaluations for bargaining unit members of the technical operations workforce. Evaluates FAA contract proposals and recommends approval or disapproval.

Researches and analyzes new technologies for contribution to the FAA's short and long-term training development goals.
Incorporates existing and new emerging learning technologies into training delivery strategies and provides customers with the training products and services required to conduct and support FAA operations. Evaluates NAS equipment and systems to recommend training paths, length of courses, and course and course test modality.

Contacts are internal and external and include representatives from national labor unions, the FAA Academy, and senior managers to evaluate certification status and recommend decisions on bargaining unit conditions of employment. Participates in sensitive meetings with senior managers to discuss course failures and test results. Uses experience working on joint labor/FAA work groups to develop and implement new and recurrent training courses. Plays a lead role in drafting, reviewing and editing reports or course outlines for final approval prior to implementation. Regularly evaluates Agency contract proposals that lead to award largely based on recommendations to management.

Performs work independently, relying on broad policies and objectives which provide general guidance for addressing issues, but which allow considerable discretion to develop new and innovative approaches and solve unusual and/or complex issues and problems. The Team Manager typically reviews work for success in achieving desired results, but may also review work through status reports and at project completion to ensure technical compliance and alignment with training policies.
