RCS is seeking one individual to serve on a temporary basis (NTE 1 year) as the Deputy Operations Officer.

The RCS Deputy Operations Officer provides support to the RCS Operations Officer in all matters related to operations, including administrative, financial, human resources, and capital asset management and ensures that operational activities are executed within allotted budget and timelines.

This is a detail up to one year. The selectee may be returned at any time prior to the conclusion of the not-to-exceed date to the position from which they were temporarily detailed. You must submit written approval from your current supervisor at the time of application to be considered for this position.

The major duties of this position include but are not limited to:

  • Understands and effectively solves multifaceted issues arising from providing readjustment counseling services across the nation with differing local Veteran and Service member population needs.
  • Develops annual business plans supporting long- and short-range strategies.
  • Analyzes interrelated issues of effectiveness, efficiency, and productivity to develops both short-term and long-term plans, goals, and objectives for improving service delivery of readjustment counseling services.
  • Perform re-engineering, system and job redesign to ensure cost effective service provisioning.
  • Allocate and adjust resources to ensure adequate support for operating initiatives.
  • Provides support to the RCS Chief Officer (SES) in all matters related to operations, including financial, human resources, and capital asset management and ensures that operational activities are executed within allotted budget and timelines.
  • Oversees and approves budgets and financial plans.
  • Performs budget allocation and expense management for all business operational activities.
  • Ensures resource assignment, work allocation, training development and performance assessment are completed.
  • Provides leadership and managerial oversight in the following areas: systems and business management; strategic planning; quality assessment and improvement; human resources; professional staff management; and personal leadership and ethics.

Work Schedule: Monday-Friday 8:00 am-4:30 pm EST
Virtual: This is a virtual position. Virtual Work eligibility is for current VA employees who are already subject to the return to the in-person work mandate in their current position.
Definition of Virtual Work: Employee works outside of the original hiring duty station at a VA-owned or leased space.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary. There may be some walking, standing, bending, carrying/traveling with items such as books and a portable laptop.

Readjustment Counseling Service is a unique organization within the Veterans Health Administration (VHA) that provides readjustment counseling to eligible Veterans, active military Service members whose service was in support of combat operations, who suffered a military sexual trauma, provided direct emergent medical care or mortuary services to casualties of war, or who served as a member of an unmanned aerial crew that provided direct support to operations in a combat zone or are of hostility, and their families. Readjustment counseling consists of direct counseling services, community outreach (face-to-face connection), and referral services to community providers, VA and non-VA.
