Duties

Help

Serves as the Senior Special Agent (Operations Officer), providing senior investigative leadership and operational guidance to the Special Agent in Charge (SAC) and the Assistant Inspector General for Investigations (AIGI). Advises on improvements to investigative policies and procedures, and overseas quality assurance to ensure compliance with standards. Leads all DOJ reporting requirements. Manages the OIG Hotline Program and presides over allegations review meetings. Leads the Investigations Division's coordination with the Council of Inspectors General on Integrity and Efficiency (CIGIE) on peer reviews and training conducted through CIGIE and the Federal Law Enforcement Training Center (FLETC). Performs additional leadership duties as assigned and conducts or leads complex, sensitive investigations at the direction of the SAC or AIGI.


REGULAR DUTIES

  • Manages the OIG Hotline, DOJ Reporting, ID Training, and CIGIE peer-review coordination.
  • Performs program lead/co-lead additional duties, as needed, for the SAC and AIGI, ensuring compliance with established policies and procedures.
  • Reviews investigations for issues, compliance and improvements. Provides regular updates on key investigative matters. Advises agents and leadership on complex cases and DOJ coordination.
  • Manages intake, tracking, evaluation, and routing of allegations. Coordinates administrative referrals of allegations and intake-related allegation meetings. Prepares periodic reports.
  • Maintains liaison with federal, state, and local law enforcement.
  • Conducts and leads sensitive investigations, as needed, and serves as lead investigator when assigned sensitive investigations, with limited guidance, consistent with established policies.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE is defined as experience providing advanced technical, and administrative oversight for various programs or activities at the U.S. Nuclear Regulatory Commission and the Defense Nuclear Facilities Safety Board (DNFSB), which contribute to the success of the agency's programs, operations, and/or activities. A description of how you possess this specialized experience as well as how you meet the qualifications desired in an ideal candidate should be addressed in your resume. The ideal candidate will be able to demonstrate the following:

  1. Knowledge of investigative techniques, criminal procedure, evidence law, and constitutional requirements related to criminal and administrative investigations, including court decisions governing admissibility of evidence, search and seizure, due process, and interview procedures.
  2. Knowledge of applicable federal and state laws, regulations, and jurisdictional authorities necessary to develop investigative findings, establish elements of proof, coordinate with law enforcement agencies, and support legal or administrative proceedings.
  3. Skill in conducting complex investigations involving source development, surveillance, evidence collection and preservation, records examination, witness and subject interviews, report writing, and maintenance of chain of custody and investigative integrity.
  4. Skill in utilizing investigative technologies, analytical tools, databases, and case management systems to identify discrepancies, analyze information, support investigative operations, and improve investigative processes and program effectiveness.
  5. Ability to communicate effectively and maintain professional working relationships with law enforcement personnel, legal representatives, witnesses, and diverse stakeholders while exercising sound judgment, managing multiple priorities, and performing effectively under stressful and time-sensitive conditions.

Education
