This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to competitive service.

About the Position: Serves as Emergency Manager, and Chief of the Readiness Branch, responsible for managing the Emergency Operations Center (EOC), in charge of Natural Emergency Preparedness Program (NEPP), the Inspection of Completed Works Program (ICW), and the Flood Control and Coastal Emergencies (FCCE) program.

Duties

Help
  • Responsible for planning, developing, recommending, implementing, and providing staff action for both emergency flood control and other natural disaster activities.
  • Direct all Omaha District activities in support of the Corps emergency management (EM) mission under its own authorities, in support of other agencies.
  • Manage the Omaha District’s Inspection of Completed Works Program, inspection of eligible non-Federal projects under the auspices of Public Law (PL) 84-99, and the rehabilitation of damaged Flood Control Works.
  • Ensure District personnel are trained and that resources are in place to support effective emergency response and recovery activities.
  • Manage multifaceted programs and direct work of diverse engineering, scientific and support disciplines.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications:

One year of specialized experience which includes; 1.) Experience with civilian Emergency Management programs (such as natural disaster response teams, mobilization, worldwide contingency operations); AND 2.) Experience with coordinating groups and individuals to plan for readiness and response operations.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).




Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
