Summary

This position is located in the VBA, Waco Regional Office (RO), Office of the Director. The incumbent is responsible for a wide range of duties that support the overall operations of the Waco RO. The incumbent serves as a Supervisory Program Specialist responsible for providing performance management and technical support for the regional office HR program. The incumbent is the key advisor to the Director and the Division Chiefs on all HR issues and coordinates directly with the HR Center.

Duties

Help

Specific duties include:

  • Plans work to be accomplished by subordinates, sets and adjust short- and long-range staffing plans to meet the forecasted mission requirements and changes in critical competencies.
  • Evaluates work performance of subordinates; gives advice, counsel, or instruction to employees on both work and administrative matters; interviews candidates for positions in the unit.
  • Effects minor disciplinary measures, such as warnings and reprimands, proposing other action in more serious cases; identifies developmental and training needs of employees, providing or arranging for needed development and training.
  • Provides management advisory services in counseling, advising management on developing and maintaining the proper balance between organization strategic plans and goals and human resource development programs.
  • Collaborates with the staff/managers to develop and implement policies, procedures, and guidelines which institute processes for work to run as effectively and efficiently as possible.
  • Conducts data reviews and analyzes data results, identifying any data trends and making recommendations for updating or creating new processes and procedures to help increase workflow.
  • Provides comprehensive advice on the full range of human resource management functions to the Director, Assistant Directors, Division Chiefs, Supervisors, HR Staff, and employees.
  • Proactively briefs senior management regarding key human resources trends, risks, threats, and other significant issues.
  • Identifies problems and develops workable solutions.
  • Creates internal policies, procedures, and guidelines for staff to follow. Creates policies and procedures to institute processes to make current HR tasks run more efficiently and smoother.
  • Provides technical advice and assistance and disseminates human resource information to organization. Reviews classification standards and guides to assist and coordinate classification assignments. Assist with the initial classification of individual position for submittal to the CCU. Aids supervisors and operating officials on the classification submissions and processes.
  • Assists in the development of initiatives to improve management processes and systems using the most efficient utilization of human resources. Studies and advises managers and supervisors on staffing requirements, resources, and problems in assigned offices involving a high degree of complexity.
  • Provides advice and assistance in the areas of discipline, adverse actions, grievances, performance management and recognition, employee counseling, and related functions. Gathers background information and does extensive probing and analysis to identify causes of misconduct and/or poor performance, select the appropriate penalty to ensure consistent and progressive discipline throughout the organization, and then advise managers. Provides advice and assistance on grievance procedures and options for resolution of conflicts or problems.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:06/01/2026.

TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements.

  • For a GS-13 position you must have served 52 weeks at the GS-12 level
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:
GS-13 Grade Level:
  • Specialized Experience: GS-13: Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-12) in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience applying and advising on a broad range of human resources functional areas. This includes but is not limited to, personnel management, recruitment and staffing, classification, employee benefits, and/or labor relations.
  • Education Substitution: There is no educational substitute at the GS-13 grade level.
