As a Management and Program Analyst GS-0343-14, you will be responsible for the following duties:

  • This position serves as a Business Intelligence Analyst, providing enterprise-level oversight of data, systems, and intelligence products across headquarters and commissaries and reports directly to the Chief Information Officer.
  • Researches, evaluates, and integrates business systems, enterprise data assets, and industry trends to identify gaps and recommend data-driven and technology-enabled improvements aligned with DoD data strategy.
  • Leads digital and data-centric programs through the full lifecycle, including requirements development, data architecture considerations, design, testing, deployment, and post-deployment performance evaluation.
  • Recommends operational, policy, and data governance improvements by coordinating with stakeholders and preparing executive-level reports and briefings.
  • Compiles, integrates, and analyzes business intelligence and enterprise data to propose changes to policies, procedures, data standards, and digital service delivery.
  • Monitors system performance, data quality, and enterprise data trends to provide recommendations that enhance analytics capabilities, data governance, interoperability, and organizational data maturity.
  • Directs cross-functional teams and governance bodies to develop and advance DeCA's data strategy, data governance framework, enterprise analytics, and data literacy initiatives.

To qualify for the Management and Program Analyst at the GS-14 level, your resume and supporting documentation must support:

GS-14:

  • Managing enterprise business intelligence and data operations, including systems oversight, data assets, performance, quality, and intelligence product delivery.
  • Researching business systems, data environments, and industry trends to identify gaps and recommend enterprise data-driven improvements.
  • Leading digital and data-centric programs across the full lifecycle, including requirements, design, testing, deployment, and governance integration.
  • Coordinating with senior stakeholders to drive operational, analytical, and data governance improvements and prepare executive-level decision reports.
  • Leading cross-functional teams to implement enterprise data strategy, governance frameworks, and data standards aligned with DoD CIO/CDO guidance.


Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.   • For GS-14: You must have 52 weeks of Federal service at or equivalent to GS-13.

Time after competitive appointment. Foreign education may be qualifying if a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or a U.S. accredited college or university has given full credit for the foreign courses.

Unofficial transcripts from U.S. Department of Education accredited colleges, universities, schools, or institutions listing your name, the name of the school, the date and degree awarded, and the list of classes and credits earned are acceptable for the application process. If selected, official transcripts are required before a firm job offer is made. A photocopy of your degree/diploma is not acceptable.

When relying on foreign education, submit transcripts and a copy of the equivalency evaluation results letter with a course-by-course listing. You will be evaluated for this job based on how well you meet the qualifications above.
