Summary

As a Supervisory Small Business Specialist, you will provide support in carrying out the priorities of the Office of Small Business, and provide leadership and mentoring to subordinates.

Location of position: Office of Small Business

The Office of Small Business is responsible for GSA’s small business programs and promotes increased access to GSA’s nationwide procurement opportunities.

Duties

Help

  • Plans, directs, and promotes small business and industry participation in the Federal Government’s procurement. This includes, but not limited to, providing business assistance and counseling to Small Businesses, Socio-Economic Small Businesses, Other Than Small Business and Industry Resource Partners; initiating targeted outreach through, but not limited to conferences, seminars, workshops, etc.; developing partnerships with the above described businesses to assist contracting officers in locating targeted businesses for specific procurements in support of GSA small business goals.
  • Manages Office of Small Business (OSB) budget and collaboration strategies and plans with the Office of the Chief Financial Officer. Forecasts and negotiates small business acquisition strategies and plans.
  • Identifies the need for and recommends policy and/or program changes within established program and/or mission milestones. Provides input and recommendations concerning project operations, significant trends, recurring problems and similar management concerns.
  • Meets with the business lines and staff office acquisition points of contact on a regular basis to review and update information in the Forecast of Contracting Opportunities.
  • Supervises, plans, and carries out work assignments. Exercises a high degree of initiative and judgment to determine the approach to be taken and the extent of review and analysis required. Develops fact-finding plans and coordinates/oversees work that is accomplished by others. Influences compliance with small business and socio-economic small business goals.

  • Serve a one year supervisory or managerial probationary period, if required

The GS-14 salary range starts at $127,829 per year.  Locality pay will be determined upon selection.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. 

SPECIALIZED EXPERIENCE: Specialized experience is defined as experience directing, managing, or coordinating programs related to small and disadvantaged business; implementing programs related to business development concepts; and executing strategic plans and business processes to align with program and agency goals and performance measures.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of the five required Knowledge, Skills, and Abilities (KSAs) based on the experience documented in the resume and narrative responses.

  1. Skill in planning, directing, and promoting the development of partnerships with small businesses for identified procurement goals.
  2. Skill in managing a program budget for small businesses acquisition plans.
  3. Knowledge of an organization's mission, programs, projects and policies to provide recommendations to resolve problems and concerns.
  4. Skill in reviewing and updating acquisition data pertaining to contracts and gaining cooperation from others to accomplish small business goals.
  5. Skill in providing leadership and planning work assignments for a team and making appropriate recommendations to small businesses to meet socio-economic small business goals.

Demonstration of these KSAs must be supported by your resume. Applicants should also make note of each KSA, as you will be asked to address them later in the application process.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
