Summary

This position is located within the VA Financial Services Center (FSC). FSC provides National Payroll support to VA employees and VA payroll and HR offices. They will handle complex Payroll issues and concerns using the VA Time and Attendance System (VATAS) and the Defense Civilian Pay System (DCPS). The incumbent will provide customer service, analyze payroll inquiries, and utilize a Customer Relations Management (CRM) system.

Major Duties:

  • Interprets and applies legislation, policies or guidance, procedures, or processes related to payroll functions.
  • Research trends to ascertain whether the effects are long or short term; works with the supervisor to determine the cause and impact on staffing, processing, and equipment needs.
  • The employee uses several guidelines in accordance with agency manuals, regulations, OPM (Office of Personnel Management) directives, Comptroller General Decisions, IRS Regulations, Treasury Regulations and Court Decisions.
  • Must determine proper courses of action that are to be taken in accordance with such rulings, regulations and decisions as they apply; determine proper guidelines applicable to the various pay systems.
  • Coordinates daily, weekly, and monthly reports within the various sections. Data expectations include completeness and accuracy, ensuring that corrections are made promptly.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/02/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-09 Grade Level
Specialized Experience for GS09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as researching and applying policy related pay and leave entitlements using USC code Title 5 and Title 38; resolving and responding to a wide range of complex pay and leave related inquiries; researching and resolving payroll issues pertaining to general pay, TSP, and benefits. Gather information for various reports and able to identify potential issues; effectively communicate payroll issues orally and in writing.

OR

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related.

OR

Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education.

GS-11 Grade Level
Specialized Experience for GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience in payroll and automated timekeeping systems. Knowledge of accounting policy and system analysis procedures on FMS and other related financial systems. Serves as a Financial Payroll Service representative to provide technical assistance. Operating financial management systems, management information systems, customer relationship management technology, and other web-based applications. Analyze reports to identify problems within the payroll or timekeeping systems.

Education for GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

OR

Combination of Experience and Education for GS-11: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Master's or equivalent graduate degree.
