As a BUDGET ANALYST at the GS-0560-13 some of your typical work assignments may include:

  • Performs budget formulation involving preparation of detailed analyses of annual and/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
  • Performs budget execution and administration involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.
  • Provides assistance and guidance on budgeting and related information.
  • Conducts analyses, review and special studies of budget and/or related information.
  • Performs specialized individual economic analyses and impact studies in support of a variety of budget programs.

Qualifications

You may qualify at the GS-13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service:

  • Presenting, developing, justifying, executing, and monitoring budgets and financial plans to properly fund and meet resource requirements.
  • Providing financial analysis of budget-related issues, to include budget strategies and techniques to meet changing priorities and resource allocations.
  • Applying results of financial/budget related analysis to solve problems and make recommendations.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Air Force Elements, U.S. Transportation Command

The US Transportation Command provides responsive air, land, and sea transportation support to deploy, sustain, and redeploy US military forces worldwide during peace and wartime. USTRANSCOM is also responsible for coordinating and overseeing the end-to-end global logistics and supply chain management systems within the DoD. USTRANSCOM seeks highly skilled applicants in a variety of fields to include: Acquisition, Information Technology, Strategic Planning, Financial Management, Logistics, and Supply Chain Management.

Mission Statement: USTRANSCOM J8 (TCJ8) is the Program Analysis and Financial Management Directorate which formulates and integrates the command's budget while focused on the effective and efficient use of the command's resources. TCJ8 develops command fiscal policy procedures and resolves issues on use of the COCOM-wide $10 billion Transportation Working Capital Fund (TWCF) budget. This Directorate is the focal point for financial statement audit with our Transportation Component Commands and the Office of the Secretary of Defense - Comptroller. Additionally, the Directorate shapes strategic goals and ensures funding of critical initiatives through the Planning, Programming, Budgeting, and Execution cycle. TCJ8 is the fiscal Corporate Governance Process lead for establishing cost benefit analysis priorities of future investments in Capital Purchases.
