The United States Space Force (USSF) at Kirtland AFB, El Paso, TX is searching for a Senior Financial Analyst to support Operating Location, El Paso (NH-0501-03, GS-12/13 equivalent).

Description:
Space Systems Command Operating Location El Paso is a new branch with a mission focused on working with academia, small businesses, State governments, and international partners to address space capability gaps through prototyping, workforce development, strengthening the industrial base, and building international partnerships. We require a Senior Financial Analyst that operates independently, proactive in addressing funding requirements, and ready to work with non-traditional partners.

Ideal Candidate:
1. Knowledge of budget formulation and submission requirements; of budget obligation and expenditure concepts.
2. Ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals.
3. Expert skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations.
4. Expert skill in evaluating the output of computer tools and adjusting for program conditions.
5. Skills in identifying and analyzing cost-effectiveness relationships between all aspects of financial management which are subject to significant and continuing changes over time.
6. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing.
7. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes.
8. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
9. FMC02: FM Certification Level 2 required.

  • Must be able to obtain and maintain a Secret security clearance.
  • Safeguards classified or sensitive and/or classified information in accordance with regulations to reduce potential compromise.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / Relocation funding is not authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
  • This position is part of the Acquisition Professional Development Program (APDP).
  • This is a Financial Management Level 2 Certified position. Incumbents shall comply with the requirements of this certification program.
  • Employee must within 30-days of assuming this position and by 31 Oct annually, thereafter, file an OGE-450, "Confidential Financial Disclosure Report." Employee is required to attend annual ethics and procurement integrity training.
  • The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
