This is a Title 32 excepted service position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. Military membership in the MIARNG is required. Applicants must be willing and eligible to immediately enlist in or transfer to the Michigan Army National Guard.

***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***

This position may be located in any major organization within the Army National Guard (ARNG). Its purpose is to provide technical support for budget analysis and budget administration.

Develops and recommends procedures, objectives and processes pertaining to preparation and execution of the organizational budget. Ensures timely submission of budget estimates by staff officials. Reviews and consolidates budget estimates, taking into account issues, problems and conflicts within the budget program. Persuades officials to revise estimates that do not conform to established guidelines or requirements. Maintains an accurate record of incoming and outgoing funds. Provides ongoing analysis and evaluation of budget status to ensure priorities and mission objectives are achieved. Projects program needs, taking into account funding variations and knowledge of organizational requirements. Identifies funding shortages and takes action to ensure priority projects are not eliminated. Recommends transfer or allotment of funds to cover increases in obligations within established limits.

Prepares and updates status reports. Reviews, edits and ensures accuracy of reports prior to release to management officials. Ensures management officials and budget committee is provided current program status. Provides information and guidance on procedures, forms and documentation to support budget estimates. Informs officials of current guidelines for preparation of estimates. Ensures budget reports are submitted promptly and that fund usage meets statutory and regulatory requirements.

MILITARY GRADE: E5-O3
Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position to ensure to avoid grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.

SPECIALIZED EXPERIENCE:

12 months experience, education, or training equivalent to at least the next lower grade level. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

-Knowledge of a variety of budget functional areas and the relationships to other functions in order to research or investigate problems or errors that require reconciling and reconstructing incomplete information, conducting extensive and exhaustive searches for required information, or performing actions of similar complexity.
-Knowledge of automated budget systems to reconcile errors that require an understanding of nonstandard procedures or to provide assistance in the development of automated procedures for clerical operations.
