Duties

Help

  • Plans, develops, implements and maintains automation security programs to ensure the confidentiality, integrity, and availability of automated systems, networks and data/information spanning the planning, analysis, development, implementation and maintenance phases.
  • Implements and administers elements of the IIAP. As an installation expert for IA and C&A, the position is the point of contact for all aspects of automation security.
  • Reviews threats and vulnerabilities to assess risks and determines effective measures to minimize such risks.
  • Protects classified material. Understands legal requirements to protect secure communication assets and derived documentation in the classified environment.

  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • Position may require temporary duty travel (TDY) utilizing military and/or commercial transportation.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A).

Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.

EXPERIENCE REQUIRED: Your resume must reflect quality level experience which demonstrates the possession of the knowledge, skills, abilities and competencies necessary for successful job performance required for this position. Quality experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Examples of creditable experience include: Knowledge of Information Assurance (IA) policies, programs and organizations in order to monitor and evaluate systems' compliance with IT security requirements; provide advice and guidance in implementing IT security policies and procedures in the development and operation of network systems; analyze directives from various key entities to provide guidance to installation, establish compliance criteria and reporting mechanisms, and answer questions from the units; knowledge of organizational policies, procedures, guidelines, directives and techniques related to computer system platforms and support, telephones, network warfare capabilities, and sustainment; knowledge of security requirements for C&A, network operations and protocols, systems testing and evaluation, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advise on new or revised security measures and countermeasures based on the results of accreditation reviews. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of a full range of IT and security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures.
  2. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs, applications) and procedures and methods for protection of systems and applications.
  3. Knowledge of IT procurement policies/procedures. Ability to develop technical specifications and other procurement documentation to include economic analyses in support of the acquisition of hardware/software/communications associated with automation projects.
  4. Ability to plan, organize and participate in studies to develop long-range IT systems alternatives and acquisition strategies for new systems, maintenance and requirements contracts.
  5. Ability to communicate effectively, both orally and in writing.
  6. Ability to develop and conduct training on information security.
CONDITIONS OF EMPLOYMENT CONTINUED:
  • The work, performed in a typical office setting or computer operations floor is sedentary. There is some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
  • Incumbent must be able to obtain and maintain certifications per DoD Manual 8570.1-M, AR 25-2, and as detailed in the IA Training and Certification Best Business Practice (BBP) within six months of assuming this position. Failure to satisfactorily obtain and maintain certifications in accordance with the listed publications are grounds for termination.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Summary Continued:
Incumbent will serve in support of the AF Intelligence Surveillance and Reconnaissance Agency (AF ISR Agency), 24th Air Force, 67th Network Warfare Wing, 802nd Air Base Wing, Wilford Hall Medical Center, and collocated units on Lackland Air Force Base. Using the Information Assurance Assessment & Assistance Program (IAAP) guidelines, serves as technical expert and focal point concerning IT security/ IA policy and planning, programs, initiatives, security incident response, and C&A. Manages the formal network change process for five secure local area networks. Enforces a disciplined process for introducing required hardware, software, and configuration changes minimizing disruption to ongoing operations and customers.
