Duties

Help

While all roles serve as security technical experts, the focus of the duties may vary by specialization. Candidates may be considered for one or more program offices based on their qualifications and the specific needs of the organization.

Government SAP Security Officer (GSSO)
Serves as the subject matter expert for Special Access Programs (SAP), managing all security aspects including personnel access, classification management, and physical/technical security of SCIFs. Leads self-inspections and formal audits of government and contractor facilities to ensure strict compliance, directs corrective actions, and investigates security incidents.

  • Plans, organizes, and directs Special Access Program (SAP) security activities and policy across assigned directorates and Air Force-wide, ensuring absolute compliance with legal and regulatory requirements. Serves as the primary technical expert driving security initiatives, program integration, and contractor oversight.
  • Performs duties as the Government SAP Security Officer (GSSO), leading physical, personnel, and information security management. Conducts rigorous compliance inspections, manages visitor control and program access, and coordinates closely with AFOSI to maintain a secure operational environment.
  • Administers security oversight and operating standards for SAP facilities, providing authoritative guidance on safeguarding controlled information. Manages the SAP security education program and investigates security incidents to mitigate risks and ensure continuous compliance.
  • Represents the organization to DoD, USAF, HQ AFMC, and external partners, building effective relationships to assess customer needs and resolve complex security challenges. Leads special projects, evaluates technical reports, and advises senior leadership on strategic policy interpretations.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in developing and implementing organizational level information, personnel, industrial, physical, program protection, information technology and/or communications security programs and/or managing Special Access Programs (SAP) and projects up to and including Top Secret/Special Access Required (SAR), Expert experience in SAP, SCI and Collateral Security Policy is highly desirable, as well as, the ability to execute strong action officer skills, demonstrate strong verbal and written skills, along with effective use of Microsoft Office programs. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Expertise in program protection, physical, system, information, industrial, personnel, operations security concepts, principles, and practices to plan and implement security programs in these areas.
  2. Extensive knowledge of organization's missions, functions, and structure to ensure effective implementation of oversight of special programs security concepts, principles and practices.
  3. Expertise in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the Center Commander.
  4. Ability to communicate orally and in writing, clearly, concisely, and accurately.
  5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  6. Knowledge of government contractual practices and requirements for development and purchase of USAF acquisition programs and/or supporting programs/projects. Must be familiar with Defense Industrial Base security organization, operations, and management practices.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
