Duties

Help

As a Program Director, you will perform the following duties:

  • The incumbent of this position serves as a Program Director responsible for consistent implementation of strategic direction and programmatic priorities across EDA programs, and responsibilities include supervision, monitoring of program performance using data analytics, identifying problems, funding research, national technical assistance and program tools, implementing corrective actions, and developing/ executing long-term plans, policies, and regulations to achieve mission goals.
  • Strategy Execution Leads implementation of policy priorities and strategic direction of EDA for PSRD, as articulated by the Assistant Secretary for Economic Development and informed by Department of Commerce and Administration directives and policies.
  • Program Development and Management Manages design and execution of cooperative agreements, competitive grants, or other award competitions in the research and national technical assistance portfolios, ensuring effective award and postaward management.
  • Portfolio Management Supports OAS leadership by leading a portfolio management team that monitors program outcomes, objectives, risks, and cross-program consistency. Leverage these insights to equip senior leadership discussions and improve the portfolio over time.
  • Division Operations & Supervision Oversee relationships, teams, and procedures for effective operation of the division.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the GS-15 level:

SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as experience:

  • Developing program guidance, establishing goals, and evaluating program performance to improve efficiency and effectiveness and align with Administration priorities and agency objectives; AND
  • Providing senior-level advisory support to executive leadership on complex policy, program, and/or resource management issues impacting agency-wide operations; AND
  • Leading coordination of initiatives and high-level projects that have impact across multiple offices, including executive-level agency buy-in, in support of organizational objectives; AND
  • Demonstrated experience briefing agency leadership on proposals that resulted in organization-wide implementations; AND
  • Providing direct supervision, oversight, and direction of employees.
