This National Guard position is for a MILITARY AND FAMILY READINESS MANAGER, Position Description Number NGT5701100 and is part of the Guam G1 Directorate of Manpower and Personnel, National Guard.
Area of Consideration 1: Current Title 5 and Title 32 permanent or indefinite employees of the Guam Army National Guard.
Area of Consideration 2: All other applicants/areas.
The Military and Family Readiness Manager is assigned to the Joint Forces Headquarters and reports to the Manpower and Personnel Directorate (G1), or TAG-designated representative. Position is responsible to budget, direct, plan, develop, articulate, implement, provide quality assurance, training and assistance for all aspects of Service member and Family Readiness Programs; and supervise and administer program services to National Guard Service members and their families beginning from the Recruit Sustainment Program through the entire military lifecycle.
1. Serve as TAG's State-level technical Subject Matter Expert, consultant and policy advisor on the full scope of military and family member readiness and well-being programs. Oversee and measure program effectiveness, adequacy of program capabilities and synchronization of Service Member and Family Readiness programs to OSD, Service, NGB policy and accreditation/certification standards. Develop and implement full spectrum Service Member and Family programs across the military lifecycle, enabling Soldier and family member self-reliance and resilience. Manage and execute budget aspects of ARNG program execution. Coordinate closely the ANG Wing Airmen & Family Program Manager(s) within the state regarding budget aspects of ANG program execution. Areas of emphasis include but not limited to family/youth readiness, service member life cycle support, mobilization/deployment/reintegration support, financial literacy/readiness, transition and employment, community outreach/partnerships, and resilience risk reduction programs. Plans, programs, budgets and executes a mix of fiscal resources (OMNG, OSD, NAF). Analyze, plan, coordinate, implement, and evaluate the placement of the ARNG family readiness service delivery system , including resources provided via OSD contracts, to address state-specific mission Readiness and unit/member geographic dispersion. 2. Supervise, evaluates performance and directs the Readiness Support staff, including subordinate program team leads. and direct the Support Services staff. Demonstrate authoritative discretion, provide direction, technical oversight, budget oversight, support, guidance, and assistance to enable programs that positively impact readiness and enhance the quality of life for members and families during steady state/peacetime and mobilization/deployment periods. Assign work to subordinates; technicians, State employees, Title 5 civilians, statutory volunteers, and AGR personnel to ensure full coverage of all work/life services and activities provided by the Readiness Support; provide individual and team development, and cross training. Ensure required initial and sustainment training for staff and volunteers is completed. Ensure subordinates are held accountable for actions taken and advice provided to customer. Counsel employees regarding policies, procedures, and directives; makes or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and Equal Employment Opportunity (EEO) objectives. 3. Interpret, adapt and implement program and resource guidance, regulations, policies, and public law from higher headquarters (National Guard Bureau) and other sources (including DoD, Army and Air Force), tailoring guidance to specific and unique Readiness of the state/territory/DC within program requirements. Identify, plan, and direct family readiness, mobilization, and deployment priorities based on mission requirements and unit OPTEMPO within the state/territory/DC. Provide, consult on, and coordinate pre-deployment preparation in support of TAG and Commanders to include financial readiness, medical, legal and family care plan awareness, Family Readiness Groups (FRGs) and volunteer corps opportunities, and other benefits and entitlements. Ensure family readiness programs are provided during steady state operations and throughout the deployment cycle, including reunion and reintegration programs and services. (25%)
4. Serves on a variety of NGB, state-level and unit-level military and family readiness councils and community councils to keep informed on operations and/or to coordinate programs and requirements (e.g., Commander's Ready and Resilient Council). Develops the most effective and acceptable approaches and meets with program and activity managers and other stakeholders to gain their concurrence and support and to develop innovative joint programs and activities. Serves as the State focal point for Servicemember and Family Readiness policies and practices. Performs program evaluations of services and achievement of program objectives and goals through focus groups, FAC and unit visits and discussions with state-level and community-level military and community partner councils and specialized committees. (25%)

This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.

Qualifications
SPECIALIZED EXPERIENCE: To qualify for this position at the GS-12 grade level, applicants must possess at least one year of specialized experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service. Specialized experience includes experience managing, directing, developing, implementing, or evaluating administrative, readiness, human services, family support, or comparable organizational programs; interpreting and applying policies, regulations, directives, and guidance; providing technical guidance and recommendations to leadership; preparing written reports, briefings, or presentations; coordinating resources, budgets, partnerships, or program initiatives; and experience supervising, leading, or directing personnel, volunteers, or program staff in support of organizational objectives. Qualifying experience must demonstrate the ability to analyze complex issues, develop solutions, and manage programs with significant impact on organizational readiness, personnel support, or quality of life services.
Experience refers to paid and unpaid experience, including volunteer work performed through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Applicants will receive credit for all qualifying experience, including volunteer experience
Education
There is no substitution of education for specialized experience at the GS-12 grade level. Applicants must meet the qualification requirements through qualifying specialized experience as described in this announcement.
