- The SPS reports organizationally to the Director of Outpatient Scheduling/Administrative Officer and provides staff assistance in any area under their direction. Provides full and complete support to CAMS leadership in the planning, coordination, analysis and execution of policies and programs and serves as an advisor on matters related to the internal and external operations of their section within CAMS and its respective supported Service Lines.
- The SPS has overall project responsibility for assessing the administrative needs of their CAMS section, meet organizational objectives and customer needs, enhancing teamwork, and improving CAMS and VA Medical Center's overall performance.
- Contacting and engaging frequently with staff at all levels to facilitate the work of the office related to a variety of operations-focused assignments and projects initiated by CAMS leadership or program offices, or departmental offices. This interaction is essential in order to identify substantive issues, establish relative priorities, and determine those issues requiring tracking. Functioning in myriad roles by contacting and engaging with various administrative program officials of other facility departments.
The incumbent supports and assists the Director of Outpatient Scheduling by providing administrative oversight of MSA Support in the Toledo and Findlay CBOCs and the scheduling activities for the various supported service lines with approximately thirty-seven (37) MSA staff {one (1) GS-0679-08, three (3) GS-0679-07, and thirty-three (33) GS-0679-06.)
This administrative oversight entails:
- Functioning as the primary liaison to other services in regards to support of CAMS, serving as the conduit for information flow and management of requirements between such offices.
- Supervisory Duties (25%):
The incumbent(s) supports and assists the Director of Outpatient Scheduling by providing direct supervision direct Supervisor over one (1) GS-0679-08 Supervisory MSA and three (3) GS-0679- 07 Supervisory MSAs for a total of (4) direct reports each. Their supervisory responsibility includes:
- Developing subordinate performance standards, writing position descriptions, evaluating work performance, counseling for those whose performance is marginal or unsatisfactory, and initiating and recommending disciplinary actions when necessary.
- Hearing and resolving complaints from subordinate employees.
- Planning work to be accomplished, setting short and long-term goals, assigning work based on priorities, instructing subordinates on work and administrative matters, approving leave,
- Initiating recruitment actions, interviews, and selection of new employees for subordinate positions.
- Obtaining resources for continuing education for subordinates and determines their training needs.
- Supervisor/Approver activities in regards to timekeeping as well as shifting personnel as needed to ensure proper clinic coverage in accordance with VA policy and the Master Agreement.

Work Schedule: Monday- Friday, Tour time to be determined by the service.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    1. Functioning as the primary liaison to other services in regards to support of CAMS, serving as the conduit for information flow and management of requirements between such offices.
    2. Developing subordinate performance standards, writing position descriptions, evaluating work performance, counseling for those whose performance is marginal or unsatisfactory, and initiating and recommending disciplinary actions when necessary.
    3. Obtaining resources for continuing education for subordinates and determines their training needs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Obtaining resources for continuing education for subordinates and determines their training needs: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such degree or LL.B or J.D., if related OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .
