This program specialist position covers a wide range and complex group of specialties requiring a collaborative effort to work with other large services within the medical center such as Patient Care Services and Primary Care.

Major duties include, but are not limited to:

  • Managing and completing all analytical reports associated with Medicine Service. This includes customer service reports, clinic workload and productivity, clinic profiles, waiting times, clinic access/utilization reviews, and quality improvement measures.
  • Manages the reviews of outpatient clinics and inpatient areas in accordance with established performance measures in the areas of QI and clinical care delivered with the goal of identifying strengths and weaknesses and developing plans of action for improvement.
  • Stays abreast of all procedures and changes to assigned reports based upon regular involvement in applicable meetings and conference calls at the medical center, VISN, and Central Office.
  • Monitors and manages the delivery and support of information technology (IT) Systems and services for Medicine Service. This includes the establishment and troubleshooting of employee computer accounts, assignment of appropriate computer keys and menus, and the interfacing of clinical systems/equipment with VA systems.
  • Coordinates and manages activities related to workload accuracy and labor mapping. Works closely with the section chiefs to ensure information is appropriately captured and staff members are appropriately trained.
  • Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of programs or operations in meeting established goals and objectives. Analyzes and prepares program status reports for review at all levels.
  • Develops sources of information, identifies and performs in-depth analyses of issues, analyzes the consequences of adopting various proposals and policies, develops guidelines, forecasts developments potentially affecting programs, develops options and alternatives, prepares and delivers written and oral presentations.
  • Serves as an expert in the program area, prepares analyses of the implications of significant developments and recommends program modifications.
  • Leads facility efforts and participates actively as a team member or sub-group leader on project teams involving participants or issues outside of the organization.
  • Provides program oversight, directs, and performs all work involving the collection, compilation, and/or tracking of data and statistical information in support of the program operation for inpatient and outpatient areas under Medicine Service.
  • Writes programs to pull specific data for the service.
  • Establishes protocols for incoming data, organizes computerized data sets, and retrieves computerized data.
  • Coordinates incoming data from a variety of sources. Reviews documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate.
  • Performs other duties as assigned by management.
Work Schedule: Monday - Friday. 7:30am - 4:00pm. Full-time. Work schedule subject to change based on agency needs.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework on an Ad-hoc basis. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/26/2026

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing and evaluating program operations and effectiveness; preparing analytical reports and presentations for leadership review; collecting, compiling, tracking, and validating data and statistical information; interpreting policies, regulations, and technical guidance; monitoring workload, productivity, clinic utilization, or performance measures; identifying operational issues and recommending process improvements; coordinating program activities across multiple services or stakeholders; and utilizing automated systems and databases to manage, retrieve, and analyze data in support of organizational objectives.

Preferred Experience: Experience submitting EPAS (Enterprise Project and Assignment System) requests, conducting labor mapping certification, processing menu key audits, updating metric dashboards, and general data queries. Able to perform clinical profile reviews, consult management, TMS (Talent Management System) administration, knowledge of bookability, productivity, clinic utilization and access.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc.
