Integrates work of multiple organizations to meet strategic goals of the organization and the FAA, participates in strategic planning for the FAA, and makes commitments (program, budget, etc.) for a major organization. Activities include a mixture of routine and challenging reporting programs and requirements including automation activities based on the objectives of the Financial Services Division, the ESC, the line of business, and frequently the FAA. Reviews work from staff to ensure compliance with applicable laws, regulations, policies, and procedures. Maintains responsibility to senior management for all phases of project activities. Work is carried out through subordinate managers and staff in order to achieve broad objectives set out for each assignment.
The incumbent provides oversight and knowledge of systems requirements analysis and automation activities in the following functional areas: Travel, Procure to Pay, Record to Report, Bill to Collect and Projects as it is related to the Oracle Federal National Enterprise Financial system. Researches financial data, develops reports, and tests system changes, interfaces, and automated processes in an Oracle Federal Financial National Enterprise System for system enhancements, system automations, and reporting tools. Establishes and monitors organizational and individual measures to determine success in meeting stated goals and objectives. Applies a thorough understanding of the principles of management, strategic planning, financial management, and the ability to integrate the work of multiple sub units and programs to accomplish the objectives. This position is key to providing automation support for all functional areas through research, testing and continuous business process improvement. Incumbent will act as the liaison with the systems team on all automation activities affecting the Financial Services Division. This position will participate in all SAFE activities, portfolio management and backlog grooming, and prioritization of work to be done during planning events, and will actively participate in those events. The incumbent will also work with customers on all automation activities and will assess the needs and requirements of the customer. These automation activities include but are not limited to Enterprise Data Quality (EDQ), Robotic Process Automation (RPA), and WEBADI.
Directs the work of a professional staff of subordinates made up of financial systems specialists, project specialists, and other administrative support staff affecting all Operating Administrations within the U. S. Department of Transportation (DOT) and non-DOT client agencies. This position requires frequent personal contacts, coordination, consultation, and correspondence, with the multiple departments, agencies programs, and financial management offices in support of the Financial Management Line of Business. Additional managerial duties include planning; communicating the organization's vision and objectives; monitoring and evaluating employee performance; coaching and developing employees; approving selections; approving leave; and taking, recommending or approving corrective/disciplinary actions as appropriate.
The incumbent exercises very broad judgment in interpreting the intent of legislation, existing statutes and regulations, and Agency policies as they apply to formulation of new work. The incumbent has far-reaching and significant effects on the adequacy of the ESC¿s efforts to achieve and maintain external recognition of effective financial operations as a federal shared service provider. Extensive coordination and liaison with ESC management and customers and with the central control agencies of government including Treasury, the Office of Management and Budget, and the Government Accountability Office are essential to ensure the ESC¿s financial management program is of the highest fiscal integrity.
To qualify for this position at the FV-K (FG/GS-15 & above) level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J (GS/FG 14-15) level.
