Duties

Help
  • Independently reviews and analyzes Freedom of Information Act/Privacy Act requests and the records responsive to such requests and consults with program officials about concerns they may have about release of those records.
  • Processes complex FOIA/PA requests for access to highly sensitive records including classified materials and national security information.
  • Analyzes requests for DOD information and is a USAINSCOM point of contact in resolving technical questions relating to FOIA/PA requests.
  • Assists and advises top-level USAINSCOM officials when issues raised are controversial, are precedent setting, involve disagreement among action offices or otherwise require special attention or guidance.
  • Provides technical guidance to FOIA and PA coordinators USAINSCOM-wide to ensure that they are consistent with, and conform to, acceptable Army and DOD standards of processing unusual and complex FOIA requests.
  • Interprets and advises on new developments and recent court decisions, legislative activities, and Congressional initiatives regarding release of information under the FOIA and PA for their impact on the USAINSCOM.
  • Provides input, fact sheets, recommended changes, regarding successful resolution of complex FOIA situations encountered throughout the USAINSCOM and makes recommendations of policy changes on FOIA and PA matters to the Director.
  • Provides advice and guidance to USAINSCOM Organizations regarding policies and procedures for the FOIA and PA programs.
  • Notifies the Director of noncompliance or potential problem areas and recommends corrective action or resolutions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a Single-Scope Background Investigation (SSBI) with eligibility for access to Sensitive Compartmented Information (SCI).
  • All INSCOM employee my subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • TDY will be required up to 25% or less of the time.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as Experience providing authoritative guidance to organizational staff on Freedom of Information Act (FOIA) and Privacy Act (PA) policies and procedures; identifying areas of noncompliance and recommending corrective actions; and applying knowledge of Army, DoD, and Federal records systems to verify the adequacy of records searches. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS/GG-11).
