  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Provides management advisory services and formulates and implements administrative management policies, procedures, operations, goals, and objectives.
  • Identifies possible problems or anticipated changes in methods or requirements and develops a set of alternate courses.
  • Advises management officials of the potential consequences of each proposed solution and provides recommendations to assist in making decisions.
  • Functions as the primary advisor and technical resource on budget, accounting, and financial management matters.
  • Informs and is a resource for employees concerning human resource rules, policies, regulations, and procedures and oversees employees' orientation and retirement procedures.
  • Advises management officials and staff regarding procurement and contracting regulations, procedures, availability of funds, and potential alternatives.
  • Provides technical and administrative supervision.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Analyze and measure the effectiveness, efficiency, and productivity of administrative and technical programs.
  • Conduct studies, analyzing findings and making recommendations on substantive operating programs.
  • Prepare project papers and staff reports and organizes briefings to managers to encourage understanding and acceptance of findings and recommendations.
OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in Business Administration, Human Resource Management, Public Administration etc. or LL.M., if related.

Equivalent combinations of education and experience are qualifying for this grade level.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Conduct in-depth analyses of complex functions and work processes reviewing production standards, workload trends, nonproductive time, and deviations to determine accurate staffing requirements.
  • Perform a wide variety of analytical studies and projects related to management improvement, productivity improvement, management controls, and long-range planning.
  • Develop guidance on techniques for management and methods improvement; analyzing and advising on proposed reorganizations or realignment of functions; and develops manuals and directives covering the administrative aspects of field station operations.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • If selected for this position, you will remain in your current official duty station of record unless you are in the National Capital Region. Selectees with a current duty station in the National Capital Region defined as the District of Columbia; Montgomery and Prince George's Counties of Maryland; Arlington, Fairfax, Loudoun, and Prince William Counties of Virginia and all cities and towns included within the outer boundaries of those counties will need a new duty station established prior to entrance on duty.
