Duties

Help

The candidate selected for this position will:

  • Oversee budget forecasting, formulation, and execution for OGC. Develop budget data, informational background and analytical and descriptive materials for the General Counsel in response to internal/external reviews. Provide direction to the administrative staff in securing and compiling the necessary information and data. Has major responsibility for preparation of the budget appeal submissions.
  • Advise staff on human resources regulations, procedures, and practices and the steps necessary to initiate various types of personnel actions; oversee the preparation of requests for personnel action; and facilitate the OGC training program.
  • Act as principal liaison with the Procurement Department on issues related to contracting or contract administration. Work closely with CORs and program staff to monitor contract commitments and departmental expenditures.
  • Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work; develop performance standards and evaluates work performance; give advice and counsel to team members on both work and administrative matters.

Qualifications

All qualification requirements must be met within 30 days of the announcement closing date.

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and/or education for the grade at which you are requesting consideration.

Specialized Experience: Applicants must have at least one year of specialized experience at the GS-13 grade level in the Federal service or equivalent to the GS-13 grade level in Federal service analyzing, interpreting, and developing administrative reports and actions on budget, financial, human resources management, space and facilities management.

Examples may include: Managing and coordinating departmental administrative activities; issuing new guidelines or policies; managing subordinates and communicating with supervisors or leaders to balance workloads; and setting priorities and program direction for continuing functions, initiatives and new assignments.

Time-In-Grade Requirement:  In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service).  This information must be in both your resume and on an SF-50.  Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

3. knowledge of the Federal Acquisition Regulation (FAR) and procurement guidelines

4. ability to plan organize, and lead teams
