Summary
This position is located in the Office of the General Counsel (OGC), General Law and Operations Department (GLOD), General Litigation and Employment Law Division (GLELD), at the Pension Benefit Guaranty Corporation (PBGC).
All current internal employees to the Pension Benefit Guaranty Corporation (PBGC) who are currently serving or previously served on a career or career-conditional appointment.
Serve as a substantive expert in providing comprehensive legal advice and counsel to the Corporation on complex and/or sensitive matters arising under the laws governing equal employment opportunity, merit systems principles, labor relations and collective bargaining, employment law issues, employer liability matters, fiscal law and/or personnel matters.
Investigate, apply advanced and complex legal research, and prepare complex and/or sensitive cases for litigation and represent the Corporation before courts, arbitrators and administrative bodies.
Guide, direct, and coordinate, with effective comprehensive communication with the Assistant General Council (AGC) and senior leaders, teams of attorneys in large and/or complex cases and other program matters and provides comprehensive oversight and review of work performed by other GLELD attorneys.
Serve as a leading substantive authority in one or more assigned technical fields, such as procurement, labor and employment, fiscal law, ethics, appropriations, and employer liability matters.
A 2-year trial period is required unless met during prior Federal service
Qualifications
In addition to the education requirement, you must also have the following specialized experience to qualify:
Specialized Experience: Applicants must have at least one year of specialized experience at the GS-14 grade level in labor law, litigation, equal opportunity law and/or personnel law and must have (a) demonstrated the ability to work independently on matters and assume responsibility for the timely and thorough completion of such work, (b) demonstrated effective and comprehensive communication skills, and (c) demonstrated the ability to perform well in a team setting.
Examples Include: rendering legal advice and services under Title IV of the ERISA of 1974, as amended, with respect to questions, regulations, practices; research, reviewing legal analyses, negotiations and pre-trial pleadings, including complaints, answers, motions, memoranda, and briefs preparing interpretive administrative orders; drafting legal policies, negotiating, or examining legal documents, provisions of the Internal Revenue Code relating to pension plans, proposed legislation or regulation.
Education
Applicants must possess a J.D. degree from a school of law accredited by the American Bar Association (ABA).
