  • As a Resource Management Officer, you will perform the following duties which is not an all-inclusive list:
  • Develop implementation of financial management policies and systems for the garrison.
  • Provide guidance in the development of acquisition management and spend plans.
  • Exercise supervision over the daily activities of a full-time staff.
  • Provide advice and guidance concerning resource management programs.
  • Provide acquisition and financial planning and operational advice to organization.
  • Provide expertise and guidance regarding acquisition and financial management policy and procedures.
  • Provide financial oversight for a variety of pay and entitlement systems including Defense Travel, Civilian Pay and Vendor Pay.
  • Manage planning, coordination, and execution of administration to support resourcing and fiscal compliance of garrison staff business functions.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires Financial Management (FM) Certification level 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Designated: "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
  • This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Maintaining the internal management of the fiscal, budget, accounting and financial services; 2) Providing leadership and strategic direction to a diverse organization of administrative and technical staff; 3) Utilizing various automated financial systems to prepare reports, perform research, analyze financial transactions or adjustments, or resolve financial data discrepancies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

United States Army Installation Management Command
