Duties

Help

Incumbent is the authoritative representative for the administration and technical direction of a varied team of professionals for internal evaluation programs, audits, investigations and a consistent contributor to the improvement, efficiency, and consistency of the operations and processes.

Directs the work of subordinate employees and/or managers for multiple organizations and across multiple functions and/or disciplines within a major subdivision. Provides direction and oversight to a team of employees performing audits, investigations and evaluations for the purpose of identifying system deficiencies based on Safety Management System (SMS) and/or Quality Management System (QMS) principles. Provides authoritative advice, guidance, and analysis in the planning management and execution of programs related to SMS and QMS.

Applies a detailed knowledge of the technical aspects of the work that is directed; a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the division. Applies expert knowledge and leadership to address highly complex and challenging matters relating to the development and implementation of management tools to provide oversight in various program areas.

Supports the Division in the development, administration, and operation of aviation safety program plans, policies and procedures for accomplishment of the Division's mission.

Provides overall direction, analysis and performance evaluation of a variety of managers and employees, including professional, technical, and/or clerical employees for office responsibilities and accomplishments.

The incumbent makes presentations at meetings and conferences to executives and to other groups of individuals on matters within their functional area, including issues related to safety and organizational risk that may be sensitive in nature.

Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training and scheduling of assignments. Also responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and the setting of the branch goals and objectives. Applies human relations skills and affirmative action principles within the branch environment. 

Promotes and demonstrates organizational intent of critical thinking, interdependence and efficiency. Cultivates an atmosphere that promotes transparency, equal opportunity, diversity and inclusion while maintaining the organizational core values of respect and professionalism. 

Responsible for making branch policy and procedural recommendations and decisions.

Work activities typically directly impact Flight Standards project/program objectives.

Contacts are primarily internal to the Flight Standards organization; although contact with industry and partner interests do occur.

Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results.

The incumbent is responsible for assigning work as it relates to the ongoing assurance of continued operational safety in the National Aerospace System and organizational risk management of assigned organizations and performs the necessary tasks related to such.  Assures that assignments (1) are properly and adequately organized, staffed and equipped; (2) have and conduct adequate training, including an acceptable record-keeping system; and (3) have facilities and procedures that meet all regulatory requirements.  Determines the need, and establishes organizations within staff and budget limitations. Directs and monitors the oversight of aviation organizations to assure compliance with Federal Aviation Regulations.

  • Position is designated as Moderate Risk; a background investigation may be required.
  • May be required to serve a one-year supervisory/managerial probationary period.

Qualifications

To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J/FG-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience is defined as: 

  • Technical knowledge and operational expertise related to inspector reporting systems.
  • Technical knowledge of the FAA Safety Management System, the application of components of system safety, with special emphasis on, but not limited to the importance of the relation between Safety Assurance and Safety Risk Management for Risk Based Decision Making (RBDM) in the FAA Internal Safety Management System.
  • Knowledge of FAA Safety Risk Management requirements and their relation to the Flight Standards Mission
