Summary

The Staff Assistant is located in the Office of the Deputy Secretary of State (D) in the Office of the Secretary. S/he works closely with other Staff Assistants, Special Assistants, and Chief of Staff to perform duties consistent with analysis and support required by the Deputy Secretary and Chief of Staff. S/he will perform functions in support of D Front Office leadership with a high degree of tact and knowledge of Department policies and procedures.

Duties

Help
  • Manages the various operational support activities of the entire organization to include developing processes and procedures, coordinate various management support activities including personnel, travel, correspondence and scheduling.
  • Recommends new or modifies existing organizational structures for administrative clerical operations, creates systems and processes to streamline operations.
  • Develops plans and strategies for internal integration of daily projects, actions, and activities covering a broad range of often sensitive and high-profile topics pertinent to the D mission. Coordinates some travel arrangements for principals.
  • Liaises with other offices in order to coordinate on administrative matters of mutual concern. Maintains relationship with the 7th Floor front offices and other high-level officials within the Department and other government agencies.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. 

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

  • Experience managing all administrative activities for an organization;   
  • Experience developing records and file systems and operating procedures based on substantive knowledge of pertinent regulations and policies; 
  • Experience coordinating and overseeing high level meetings; AND
  • Experience coordinating and managing complex travel arrangements for senior principals; 

There is no substitute of education for specialized experience for the GS-13 position.

You will be evaluated for this job based on how well you meet the qualifications above.

The evaluation process consists of the ApplyGov Competency Based Assessments and a crediting plan for which applicants will be assigned a score between 70 and 100. A resume review will be conducted for minimum qualification requirements, as described in the “Qualifications” section of this announcement, of the top qualified candidates based on combined total score.  Resumes longer than two pages will be deemed ineligible and will not be considered further.  Responses to questions that are not fully supported by your resume may result in a rating adjustment. 

You will be assessed on the following job-related competencies (knowledge, skills, abilities, and other characteristics):

Your score from the external assessment (i.e., Non-supervisory) will remain on file for 180 days, allowing you to apply for multiple DOS-announced positions without needing to retake the assessments.
