Duties

Help
  • Serve as a Manpower Analyst in the areas of Manpower and Force structure as well as the assistant to the Chief of Manpower and Organization.
  • Assist in review of requests for manpower and force structure actions involving civilian personnel, enlisted personnel, and Interagency personnel.
  • Compile written justification recommending approval/disapproval of organizational actions.
  • Appraise all manpower and reorganization requests for compliance with regulatory and policy guidance.
  • Review Joint Table of Distribution and Allowance (TDA) to ensure the proper grade/rank, authority lines and financial grouping is reflected.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • Temporary Duty (TDY) travel expected for this position on an occasional basis.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug­ Free Federal Workplace Program in accordance with AR 600-85. (See Additional Information section below).

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience at the GS/GG-09: One year of specialized experience which includes providing organizational support such as gathering documents, assisting with analysis, assisting with written justifications, and/or assisting with overall organizational reviews; assisting in identifying discrepancies and/or providing recommendations for possible solutions; and assisting in the development of standard operating procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS/GG-07). OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Accounting, Management, etc. OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience at the GS/GG-11: One year of specialized experience which includes preparing or assisting with the preparation of manpower survey and/or studies reports; evaluating information concerning management processes; and assisting with advising higher level officials on manpower management practices. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS/GG-09). OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Accounting, Management, etc. OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
