WHO MAY APPLY: All qualified permanent and indefinite Title 5 National Guard employees who are currently working for the Directorate of Information Management (DOIM) in Jefferson City, Missouri.

Duties

Help
  • Serves as the principle technical expert and project leader for information technology (IT) systems administration.
  • Responsible for the planning and coordinating the installation, testing, system security configuration and monitoring, operation, troubleshooting and maintenance of all server hardware and software.
  • Serves as project leader responsible for developing, assigning, and coordinating duties and projects for systems administrators.
  • Develops, modifies, and tests overall system backup and recovery strategies for all systems.
  • Determines equipment requirements, communications, and interfaces with other systems.
  • Serves as the senior systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting to support customer needs.
  • Considers factors such as compatibility with standard systems, conversion or implementation costs, and impact on existing equipment.
  • Develops guidelines, standard operating procedures (SOPs), bulletins and flyers concerning the operation/use of C4 systems, services, and activities.
  • Advises the information management staff on issues pertaining to operating systems and hardware status.
  • Plans and schedules the installation of new or modified hardware, operating systems, and software applications.
  • Develops, documents, coordinates, updates and validates the state Continuity of Operation Plan (COOP) procedures for system disaster recovery.
  • Develops and analyzes local policies regarding system access, network rights, and physical access to systems and equipment.
  • Troubleshoots problems and implements changes on multiple computer platforms.
  • When problems are found, modifies code, devises fixes, documents problems and advises responsible vendor or other outside party.
  • Performs other duties as assigned.

  • United States Citizenship is required.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Participation in direct deposit is mandatory.
  • Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
  • Federal employment suitability as determined by a background investigation.
  • Position is subject to the provisions of the DoD Priority Placement Program.
  • May be required to successfully complete a trial period.
  • Must complete appropriate training and obtain required certifications IAW DoDI 8140 or DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Technician Level within 9 months of employment pending training seat availability.
  • Must be able to obtain and maintain the appropriate security clearance.
  • The incumbent of this position description must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess possesses one year of specialized experience, education or training equivalent to at least the GS 11 grade level that demonstrates the ability to serve as project leader responsible for planning and coordinating the installation, testing, system security configuration and monitoring, operation, troubleshooting and maintenance of all server hardware and software; knowledge of a variety of operating systems on desktop and server assets in order to administer user accounts and perform backup operations; and knowledge of and skill in applying the principles and methods for planning, updating, and integrating information system components, including software, controlling future releases, and documenting information and physical characteristics of an information system or product. The specialized experience must also include skill in troubleshooting problems in the data center and implementing changes on multifaceted and interdependent computer platforms and skill in programming sufficient to modify application code, devise software patches or workarounds, document problems and advise the responsible vendor or other outside party on support issues.

DOD Information Awareness Certification Requirements:

The employee must obtain and maintain at a minimum a Secret security clearance.
Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP).Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination.
Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).

Education

This job does not have a qualification requirement that allows substitution of education for specialized experience.
